Job overview
The post holder will be responsible for the operational performance of the Trust’s financial services function, adopting a professional, modern, proactive and dynamic approach to ensure an effective and efficient service is provided. This includes delivery of financial accounting and
controls, statutory reporting, technical accounting expertise, capital accounting, payment of suppliers, collection of income, cash management, and charitable funds. The post holder will have responsibility to ensure all financial transactions of the Trust are recorded and reported accurately, in a timely fashion and in line with financial standards and
national policy. This will incorporate all revenue income and expenditure. They will also manage key external relationships and performance of the Trust outsourced financial services (East Lancashire Shared Financial Services (ELFS) and Payroll function ensuring the high-quality
provision of service to the Trust.
The Post Holder will ensure that the Trust's financial accounting systems and processes are robust and fit for purpose and will ensure that appropriate systems of financial control are in place and operang effectively.
The post holder will deputise for the Deputy Director of Finance – Financial Controller when necessary.

Qualifications
Essential criteria
- Educated to Master’s degree level or equivalent experience
- CCAB or CIMA qualified with current registration, experience at Senior Level as this is the correct accountancy term
- Registered and active continued professional development.
- Financial reporting experience at a senior management level in the NHS, other public sector or large commercial organisation
- Experience of delivering annual accounts
- Experience of working at a senior level in technical accounts
Personal Qualities
Essential criteria
- Proven leadership skills, with the drive and ability to set clear and appropriate objectives and to support others to achieve them
- Able to prioritise and manage workload appropriately with minimal supervision.

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
