Job overview
MLCSU Procurement provide clinical and non-clinical procurement services to ICBs within our geographic footprint. We have a team of circa 27 procurement professionals and successfully achieved CIPS Corporate Accreditation standard in 2019 and again in 2023.
Currently, we are looking for a motivated and highly experienced procurement professional to work on a six-month Fixed Term contract as a Procurement Manager at a Band 8a level to manage complex procurement projects and support larger
procurement projects and activities under the supervision of the Senior Procurement Manager, for NHS Staffordshire and Stoke-on-Trent Integrated Care Board (ICB).

Main duties of the job
The successful candidate will need to be resilient, have attention to detail and a positive approach. You will have an excellent understanding of the public sector procurement including the Public Contracts Regulations 2015, and it's replacement PA2023. Also a good knowledge of the Provider Selection Regime Regulations 2023 is required.
We are looking for someone who has excellent communication and problem-solving skills, together with good leadership and people management skills. You will be a member of CIPS (MCIPS) or have made significant progress towards attainment of MCIPS with commitment to complete as soon as possible. The successful applicant will be expected to work across a wide geography covering primarily the Staffordshire and Stoke-on-Trent ICB.

Our hours of work are Monday -Friday, 9am -5pm. This six month role is defined as agile working and involves working from home, and occasional onsite working with customers mainly based in Staffordshire.

Detailed job description and main responsibilities
As a Procurement Manager you will:
- support the procurement team in the development of the procurement function and the delivery of procurement projects and activities to customers and/or the CSU. This will include goods and services and/or healthcare procurement activity.
- carry out delivery of healthcare and/or goods & services procurement activity and projects for customers and the CSU.
- The job holder will deliver such activity and projects under required guidance from Senior Procurement Managers, and will be responsible to the 8b Senior Procurement Manager.
- develop and manage strong relationships with customers and provide strategic leadership to the procurement team for which they are responsible, there may be a requirement for direct line management of procurement staff within a specific team.
- manage processes and procedures to enable effective procurement and support to the customer commissioning cycle and the procurement of healthcare and general goods and services.
- manage processes and procedures to enable effective collaborative procurements and commissioning using innovative practice across the health economy of the region.
- take the lead on specific high profile and/or complex procurement projects as required.
- assist the Senior Procurement Manager to manage strong relationships with customers.
- work within departmental and CSU wide policies and procedures, principles, NHS guidelines and regulations, using own professional knowledge and judgement to decide appropriate actions and responses to issues that may be highly sensitive or contentious.
- carry out communications and negotiations, making judgements in situations that may have unique characteristics and complex aspects with no obvious solutions.
- pursue procurement excellence through the implementation of efficient and effective processes and procedures for procurement.
- meet customer and CSU procurement requirements, using appropriate procurement methodologies and demonstrating best value for money, through compliance with service priorities, and by actively managing the market place.
- provide specialist advice on procurement activities in line with national policy & guidance.
- ensure all procurement activities operate in full accordance with legislation including (but not limited to) the Provider Selection Regime (2023), the Public Contracts Regulations 2015 and it's replacement PA2023, and customer SFIs.
- utilise CSU and pan-Government information systems such as the use of e-procurement tools, and purchase to pay systems for the management of tenders, evaluation and purchase orders.
- manage key relationships with customer staff to enable key management decisions to be made.
- undertake market research to drive change and innovative procurement e.g. analysis of current market providers and prevailing market conditions.

Essential criteria
- Significant experience of managing a range of procurement projects
- Educated to Degree level or equivalent experience
- Member of CIPS (MCIPS) or has made significant progress towards attainment of MCIPS, with commitment to complete as soon as possible
- Confident in challenging others whilst at the same time maintaining a relationship of integrity and trust.
- Working understanding of NHS Contracts, Public Sector and NHS Procurement Regulations (including but not limited to Provider Selection Regime 2023(for the procurement of Healthcare Services); Public Contracts Regulations 2015 and replacement Regulations PA2023.
