The North Midlands and Black Country Procurement Group (NMBC) is comprised of The University Hospitals of North Midlands NHS Trust (UHNM), The Royal Wolverhampton NHS Trust (RWT), Walsall Healthcare NHS Trust (WHT), The Black Country Pathology Services (BCPS), North Staffordshire Combined Healthcare NHS Trust (NSCHT), Black Country Healthcare Foundation Trust (BCHFT), Midlands Partnership NHS Foundation Trust (MPFT) and Midlands and Lancashire Commissioning Support Unit (MLCSU).
The NMBC is responsible for all aspects of Procurement, Supply Chain and wider Commercial support to the aforementioned organisations covering a range of Acute, Mental Health, Community, Pathology Networks, GP Practices and Commissioning Support Units across the Staffordshire and Stoke-on-Trent, Black Country, Shropshire and South Cheshire Integrated Care System (ICS’s). With almost 200 staff, 55,000 customers and managing a total non pay spend portfolio of over £1.2b per annum the NMBC is one of the largest and influential Group Procurement Organisations (GPO’s) in the NHS.
This post sits in the Commercial Contract Management team and is based at the Royal Wolverhampton New Cross site, reporting to the Group Deputy Director of Procurement within the NMBC. The role is directly responsible for the Commercial Contract Management team.
Main duties of the job
Commercial Contract Management and Delivery
· The responsibilities of this position are to lead the commercial contract management activity for the Black Country ICS Trusts and to offer professional support and advice where required.
· Develop the Trusts’ commercial contract management work programme, formulating plans and priorities which impact across all Trusts’ divisions, ensuring it reflects the requirements of relevant clinical settings and aligns to the national work programmes/ operating frameworks and timescales.
· Develop a detailed commercial contract management work plan which reflects each Trusts strategic objectives and integrates with the local and national quality & efficiency agendas.
· Influence and provide commercial contract management direction and decision making based on evidence-based practice to the Black Country ICS Trusts of the NMBC, involving senior decision makers across the provider Trusts.
· Lead the development and delivery of the Commercial Contract Management Team.

Detailed job description and main responsibilities
Commercial Contract Management and Delivery

· Responsible for supporting one off key local, national and regional projects.

Experience
Essential criteria
- Significant leadership/management experience of working in an environment where highly developed leadership and influencing skills are essential
- Proven contribution to the development of organisational business plans
- Development and implementation of an organisational procurement or service development programme
Qualifications
Essential criteria
- Full member status of the CIPS (Chartered Institute of Purchasing and Supply) Masters degree Leadership/Management qualification or equivalent experience of managing staff and resources
Desirable criteria
- Formal qualification in leadership/programme/project management
Training
Essential criteria
- Evidence of professional updating Management and Leadership Training Project Management Contract Management
Desirable criteria
- Training / Lean techniques.
Specialist Knowledge
Essential criteria
- Understanding of current developments within the NHS. Understanding of the complex strategic environment of the NHS and in particular acute and community NHS setting. Extensive knowledge of the EU procurement directives and legislation. Understands Supply Chain business models, industry and marketplace; demonstrates the cognitive ability to assess situations, diagnose problems and determine an appropriate course of action to enhance the effectiveness of the organization and in alignment with core values, with freedom to act on outcomes. Proven track record of delivering highly complex projects, savings initiatives which have improved patient care as well as reduced costs or driven efficiency savings. Able to undertake complex data collection, input, analysis, audit and evaluation to formulate policy and drive autonomous decision making The post holder will have considerable experience and an excellent track record as a very senior procurement professional.
Desirable criteria
- Knowledge and understanding of NHS structure and organisation.
