Job overview
The Senior Estates Minor Works Team Leader will take responsibility for the overall management, supervision and allocation of small works projects to the Estates small works team and appropriate authorised Maintenance trade staff through engagement with the Estates Supervisory team to undertake work on a wide range of building, engineering plant and equipment across the hospital site.
This post is key to supporting the management of the Estates service and Capital Programme delivery by leading in the provision of an efficient and effective level of service within the Trust in relation to pricing, resourcing and delivering capital and minor works projects up to an approximate value of £250,000 while guiding, motivating and managing the in-house works team to achieve goals and targets set through appraisals and in line with Trust policies for growth and development. The post holder will ideally have a construction background.
The post will be integral in the recruitment and development of staff across all trades within the Estates Department.
The duties of the post holder will cover all properties associated to the West Suffolk NHS FT inclusive of leased and potential new sites of occupation.
The post holder will also manage and support external relationships with Trust tenants and one public estate organisation, building and supporting opportunities for external small works contracts.
Main duties of the job
The post holder will be required to undertake the design, plan and manage minor improvement works as directed by the Development Team and Compliance Officers to be either undertaken by the Trusts in house Estates Team or by external contractors, to be managed as the Principal Contractor. In addition provide technical expertise on construction and maintenance projects as well as manage complex projects rectifying faults diagnosed incorporating backlog maintenance, and prioritising capital works projects across the Trust in line with HTMs and relevant legislation required to.
The post holder will be responsible on a daily basis to the Estates Operations Manager. The post holder is to have an all-round understanding of all maintenance trades within an acute hospital environment with a specific emphasis on construction matters.
The post holder is required to undertake Authorised Persons (AP) duties on various specialist engineering services in an acute hospital as required and delegated to do so by the Trusts Responsible Person (Associate Director of Estates and Facilities).

Education & Qualification
Essential criteria
- Recognised trade apprenticeship in construction and/or mechanical and/or electrical discipline.
- Minimum HNC in building services / engineering services and or equivalent years of experience at a technical level in a maintenance environment.
- City & Guilds Level 3 Electrical and or Mechanical services.
- 1st Line Management qualification or working towards qualification (or equivalent).
Desirable criteria
- Qualification in property maintenance
- Degree level in mechanical or electrical engineering
- Customer Care Training
- A recognised training qualification in Plumbing services
- Current Edition of the IET Wiring regulations (BS 7671:2008
- AP status in disciplines preferably within in acute hospital service as required
- BOHS P405 Management of Asbestos in Buildings
Experience & Knowledge
Essential criteria
- Experience in the day-to-day management of staff.
- Previous construction/mechanical/electrical engineering experience
- Previous experience of working in an engineering and/or building maintenance role.
- Evidence of a maintenance background with skills to carry out minor mechanical/electrical repairs.
- Ability to understand and interpret engineering drawings.
- Previous experience of costing and quoting for building projects
- Previous experience of working in environments affected by asbestos
- Knowledge of the Building Safety Act and CDM Regulations
Desirable criteria
- Experience of working in an Acute Hospital environment.
- To have knowledge of Low Pressure Hot Water Systems, TM-02-01 – Medical, HTM-06 – Electrical Systems, Gases, HTM-01– Decontamination Services & Washer Disinfectors, Steam Plant & Associate equipment, HTM-03 Heating & Ventilation Systems in a Healthcare Service.HTM-03 Heating & Ventilation Systems in a Healthcare Service.
- Experience of being a nominated AP and or CP in hospital engineering disciplines.
- Experience of managing apprentices
