Job overview

The Trust is moving forward with a major rebuild of the West Suffolk Hospital. 

The current estimated capital cost is £1-1.5bn. The Trust intends to develop a facility that is exemplary in its design, sustainability and wider regeneration and economic value.

The Strategic Outline Case was concluded in December 2020 and the Trust is currently developing its Outline Business Case. The scheme has been earmarked by the government to commence construction in 2027/8 as part of the national New Hospital Programme.

The Future System Estates and Facilities Management Lead role provides support to the Future System Technical/Commercial Lead in the planning and design of the physical infrastructure that will support the associated clinical services, their pathways and processes, and will ensure that the design takes into account how the building will need to be operated and maintained during its lifespan.

The role is responsible for supporting the estates design and planning process that brings together the views of WSFT’s clinical directors with those of its service users and system wide stakeholders. 

Main duties of the job

  • Leads on design engagement on all EFM areas within the new hospital and retained estate.
  • Engages on EFM aspects of the whole building(s), either through attendance at workshops or subsequent review of plans, to ensure that all spaces (clinical and non-clinical) are designed and specified with their servicing and maintenance in mind (eg layouts, requirements for access to electricity, water etc, ease of cleaning, able to effectively plan maintenance and carry it out with minimal impact on patients and staff).
  • Ensures that the trust has an EFM strategy which reflects the new hospital, how it will be serviced, maintained, what workforce is required etc.
  • Provides guidance on the retained estate and the practicalities of phasing the main hospital works with projects that are required on the retained estate (including leading those projects where appropriate).
  • Provides all EFM-related input into documents such as the OBC, and FBC, including the Target Operating Model for EFM and drilling down into the EFM-related benefits.

Education & Qualifications

Essential criteria
  • Educated to degree level or equivalent level of demonstrable in-depth experience in Estates and/or Facilities Management
  • Post graduate or equivalent knowledge through extensive knowledge, training and experience
  • Evidence of recent continued learning and professional development
Desirable criteria
  • Chartership in related discipline, such as IWFM or CFM, or working towards
  • Conversant with HMT Green Book and Better Business Cases
  • Recognised programme and/or project management qualification

Experience & Knowledge

Essential criteria
  • Experience of dialogue with design teams and building contractors on the development of Government Soft Landings
  • Successful record of managing the delivery of change and achieving benefits identified
  • Experience in articulating and responding to a client’s output, developing this into a clear brief, informing clients of best practice and acting as the Informed Client where required
  • Experience of delivering best value from all resources including external advisors, EFM and technical teams.
  • Able to demonstrate a working understanding of integrated governance and assurance within managing complex information
  • Demonstrable experience of commissioning FM services in new and/or refurbished buildings
Desirable criteria
  • Demonstrable experience of commissioning FM services in new and/or refurbished buildings
  • Familiarity with M&E systems
  • Familiarity with procurement vehicles for works and services
  • Understanding of BIM/Digital Twin as a tool
  • Project Management experience with proven experience of using in a complex change environment
  • Knowledge of financial and risk management, RIBA Stages of work (2-7), HBN and HTM, New Hospital Programme guidance, Net Zero Carbon, Modern Methods of Construction (MMC) and Repeatable Rooms

  • Understanding of the EFM function in the NHS and the relevant legislation and NHS guidance
  • Experience of working with EFM in large organisations
  • Proven experience of building a consensus around required solutions and creating the conditions locally in order to ensure their successful and sustainable implementation, leading this process for the client organisation
  • Able to take an objective view, seeing issues from all perspectives, especially external and user perspectives.
  • Able to recognise key influencers and have the skills to engage and involve them and leading on the outputs
  • Able to communicate, listening to other and actively sharing information
  • Confidence to question information and explanations supplied by others, who may be experts in their field
  • Communicate with a wide variety of stakeholders, internal and external
  • Use various and complex methodologies to test and articulate the brief
  • Experience of being a client-side lead on complex projects/ programmes
  • Resilience and perseverance to ensure delivery and implementation of key goals
  • Ability to identify, plan and undertake research and development initiatives to inform strategic objectives
  • IT literate with the ability to interpret and manipulate statistical data and produce management information
  • Ability to chair and lead meetings.
