We are seeking a proactive Procurement Programme Support to work with the Head of New Hospital Procurement in delivering strategic procurement activity for the New Hospital Programme.
You will support the delivery of procurement workplans, manage and report on key milestones, and ensure high value, compliant procurement in line with UK legislation and Trust financial instructions. Acting as a procurement subject matter expert, you will help maximise value for money, support the management of complex contracts, and work closely with senior stakeholders across the Trust and partner organisations.
This role requires a resilient, credible and flexible professional who can work autonomously, manage competing priorities, and contribute to a major transformational NHS programme.

Prif ddyletswyddau'r swydd
• Ensure compliance and adherence to all policies and procedures, including European Law, English law, and the Trust’s standing financial instructions in the delivery of all procurement activity, whilst staying abreast of any changes in procurement legislation.
• Able to provide support to the Head of New Hospital Procurement on specific projects. Reporting and presenting data or information as required to the NHP Programme in both written and verbal formats.
• Support the Head of New Hospital Procurement to deliver procurement activities by analysing procurement data and providing administrative support as required.
• Provide administrative Procurement support to the Head of New Hospital Procurement to enable the team to tender contracts and frameworks in a timely basis and in compliance with EU/ UK/ public sector procurement policies, procedures and legislation, using pre-negotiated frameworks and contracts (where appropriate), or OJEU, and ensure local contracts (where necessary) are negotiated and awarded to ensure value for money.

- Advanced Diploma from the Chartered Institute of Purchasing and Supply (CIPS) or similar appropriate professional institute or relevant experience
- Educated to Degree level
- Evidence of Continued Professional Development
- Evidence of having undertaken purchasing procedures workshops and additional specialist courses

Experience

- Significant knowledge in a cateogry management role or senior buyer level and with experience relevant to the areas outlined in the job description.
- A working understanding of the technical requirements of public sector procurement, in terms of the practical application of UK Law (Public Contracts Regulations 2015/ the Procurement Act) and best practice guidance to a range of project-based procurement activities.
- Demonstrable experience of negotiation skills, knowledge of strategic sourcing methodologies, statistical and data analysis skills, knowledge of market areas related to specific work categories, risk assessment / analysis, experience of managing complex projects to time and on budget
- Evidence of ability to plan, develop and implement initiatives with minimal supervision
- Ability to negotiate with staff at all levels and use informed persuasion to influence others, including senior NHS personnel.
- Evidence of achievements in terms of savings / service improvements, such as: reducing item price, successfully implementing an alternative brand of the same product and and successfully implementing an alternative product requiring adaptation of the current process, procedure or pathway

- Ability to effectively manage and successfully deliver a number of projects of varying complexities with competing timescales, where stakeholder availability and input are critical.
- Able to determine the appropriate method to present new and/or complex information to internal and external stakeholders sometimes in a hostile environment.
- Excellent presentational skills for conveying highly complex concepts and to raise the profile of procurement within the Trust.
- Ability to understand technical, procedural or legal risks and issues of various levels of complexity which require consistent and compliant advice or practical resolution either independently or collaboratively as appropriate, or the understanding of when and from whom to seek further more detailed advice.
- Ability to analyse and interpret complex information to assess issues, anticipate problems and provide effective solutions to meet the needs of stakeholders
- Able to work on a number of projects or pieces of work simultaneously and deliver to agreed deadlines, despite likely conflicting pressures from various stakeholders.
