We are seeking an experienced and motivated individual with excellent leadership and communication skills. The Head of  Procurement will have responsibility for the total delivery of strategic procurement initiatives relating to the New Frimley Park Hospital Programme

Main duties of the job

As a key member of our team, your responsibilities will include:

  • Ensuring governance arrangements and Standing Financial Instructions (SFIs) are effectively complied with and reported on.
  • Assisting the team in responding to Internal and External Audit reports and with implementing agreed recommendations.
  • Driving performance to meet service standards and objectives, managing transactions in line with the Trust’s procurement strategy.
  • Solving problems efficiently and effectively. 
  • Establishing and nurturing strong relationships with clinical and non-clinical  departments, suppliers, and stakeholders to ensure seamless service delivery.
  • Acting as a subject matter expert. Providing leadership, expertise and guidance to your team.
  • Ensuring full compliance with relevant legislation, policies, and NHS guidelines.
  • Solving complex challenges and making informed, strategic decisions to improve service delivery.
  • Managing the Procurement CIP delivery programme.

Qualifications

Essential criteria
  • • Member of Chartered Institute of Purchasing and Supply (MCIPS) or similar appropriate professional institute or relevant experience.
  • • Educated to Masters degree level or equivalent professional experience.
  • • Project Management PRINCE 2 or equivalent experience of senior levels of project management
Desirable criteria
  • • Evidence of Continued Professional Development to include; Supply Chain Management, Project Management, Procurement Systems Training, Public Contracts Regulations 2015, Risk assessment / analysis training

Experience

Essential criteria
  • • Experience of being accountable for high value, niche and complex health procurements and identifying links to national, regional and local procurement priorities.
  • • Seeking sourcing opportunities and collaborating with partners including ICS to secure potential benefit for NHP Procurement.
  • • Substantial strategic and operational sourcing and contract management experience within a complex organisation.
  • • Demonstrable experience in areas of: project management, negotiation, cost and price management
  • • Proven track record of supporting innovation with an ability to support the implementation and management of change
  • • Demonstrable staff management experience with at least 3 years’ experience of managing, motivating and developing a team and able to lead a team to achieve objectives.
  • • Experience of setting objectives, carrying out staff appraisals, identifying training needs, mentoring and coaching staff.
  • • Experience of performance management and disciplinary as required.
  • • Demonstrable experience of: Advanced negotiation skills, Knowledge of strategic sourcing methodologies, Statistical and data analysis skills, Risk assessment / analysis

  • • Experience of Contract law and dispute resolution.

  • • Expert knowledge of Procurement and Procurement procedures

  • • Good interpersonal skills and the ability to forge effective professional relationships.
  • • Business acumen and the ability to influence and manage commercial opportunities.
  • • The ability to multi task re assessing priorities to ensure projects are managed and completed to timescales.
  • • Knowledge of Bribery Act and Data Protection
  • • Fully conversant with NHS Terms and Conditions of contract and a sound understanding of contract law.
  • • Expert understanding of the technical requirements of public sector procurement, in terms of the practical application of UK Law (Public Contracts Regulations 2015) and best practice guidance to a range of project-based procurement activities. Note changes to legislation 2024 to be embedded.
  • • Ability to engage with key stakeholders and colleagues to develop effective working relationships.
  • • Ability to clearly communicate finance and non-finance issues.
  • • Demonstrable advanced IT skills including specialist software for contract management, e-tendering, mathematical, logical formulas and to generate accurate charts/graphs.
