Swansea Bay University Health Board is responsible for delivering integrated healthcare for South West Wales and provides tertiary, acute, intermediate, mental health, community and primary care services to the people of Swansea, Neath Port Talbot and beyond.

An exciting opportunity has arisen for a Clerk of Works / Site Works Officer (Mechanical/Electrical Engineering) to join our team working within Capital Planning at SBUHB.

The Health Board are looking for an experienced and qualified Mechanical/Electrical Engineering professional that has the drive, ambition and motivation to assist with the delivery of capital projects. The role will be responsible for inspecting, monitoring, and reporting the progress and quality of works throughout all stages of the construction process and to ensure compliance with the requirements set out in the contract documentation, specification, drawings and appropriate Healthcare and Engineering Standards.

The successful candidate will have experience in a similar role, with excellent written and verbal communication including report writing and analytical skills, with the ability to constructively challenge current working practices and assisting to deliver construction and engineering projects within an NEC contractual framework. You will work closely with a wide range of internal and external stakeholders from different disciplines, including clinicians, Local Authorities, design teams and contractors to help deliver projects successfully.

Main duties of the job

The post holder will ensure effective liaison between all relevant Health Board and Contractor personnel to ensure the integrity and validity of construction works undertaken are maintained to the highest standard. To act as a link between the Contractor and Health Board staff and to provide required information to all parties concerned in an efficient and timely manner.

To plan and organise complex activities to ensure compliance with requirements of contract documentation and to notify the Project Manager of any potential issues as soon as possible so as to ensure the seamless continuity of works being undertaken.

Inspecting and monitoring the progress and quality of works throughout all stages of construction and to ensure compliance with the requirements set out in the contract documentation, specification and drawings.

Liaises with: Senior Managers within the Directorate/Health board, external bodies/ agencies, other Health boards and internal customers on specialist technical issues

Experience

Essential criteria
  • Experience in construction site management
  • Sound knowledge of building regulations
  • Experience of constructively challenging current working practices
Desirable criteria
  • Significant experience of providing Clerk of Works function on capital schemes or equivalent
  • Experience of working in healthcare/hospital environment
  • Working knowledge of Microsoft Project

Qualifications & Knowledge

Essential criteria
  • Professional knowledge acquired through degree and specialist knowledge, or equivalent level of knowledge acquired through courses and experience to postgraduate level
  • Detailed working knowledge of mechanical/electrical engineering services and HTM/HBN
  • Knowledge of NEC contract form
  • In depth knowledge of construction industry
  • Thorough knowledge of mechanical and electrical engineering systems and equipment
  • Undertake Health Board mandatory and non-mandatory training & ISO 14001 Environmental Management
Desirable criteria
  • Willingness to gain professional or technical qualifications as deemed appropriate
  • Participate in appropriate ongoing training and be prepared to devote time to obtaining additional qualifications

Aptitude and Abilities

Essential criteria
  • Excellent written and verbal communication skills, including report writing and presenting
  • Ability to interpret complex technical engineering drawings
  • Effective communication with a wide range of professional staff and contractors
  • Computer literate with a working knowledge of Microsoft Office suite
  • Work methodically and to strict deadlines
  • Good organisational and project management attention to detail skills

  • Welsh Speaker (Level 1)
