The NHS Counter Fraud Authority (NHSCFA) is the national body responsible all for matters relating to the prevention, detection and investigation of economic crime across the NHS. Aligned to the DH Health Group Counter Fraud strategy, the NHSCFA acts as the principal lead for the NHS and wider health group in counter fraud intelligence work.

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. .
As a Specialist Training Officer you will play a pivotal role in developing the next generation of counter fraud professionals. In this highly impactful position, you will design and deliver innovative, high‑quality learning that shapes investigative practice across the NHS and wider counter fraud community. You’ll work closely with subject matter experts, investigators and organisational leaders to ensure our people receive exceptional training aligned to current legislation, Government Counter Fraud Profession standards and the evolving fraud landscape. This role offers the opportunity to use your expertise to influence national capability, lead meaningful continuous professional development, and contribute to protecting vital NHS resources, all while working within a supportive, forward‑thinking team committed to excellence and professional growth.

Main duties of the job
Support NHSCFA people and external stakeholders to maintain their continued professional development in line with current policy and requirements of the Government Counter Fraud Profession.
Including the analysis and assessment of existing skills, knowledge and competencies and development of action plans.
Liaise with NHSCFA Investigation Manager to identify training needs following case file and prosecution files.
Act as a subject matter expert in order to give a specialist advice to internal and external fraud investigators and agencies.
Work in partnership with organisational stakeholders to ensure the development of the workforce and the encouragement of good practice.

Detailed job description and main responsibilities
Complete assessments against required standards and communicate outcomes with tact providing options where standards have not been met.
Contribute to the design and development of digital assets including e learning modules ensuring investigative and legislative content is accurate.
Maintain and develop good working relationships with other external stakeholders and learning establishments to facilitate and implement good practice and raise the profile of NHSCFA within the Fraud Community.
Ensure own knowledge and expertise is maintained and at the forefront of sector knowledge.
Represent the NHSCFA at relevant external events, delivering keynote speeches on investigative best practice or other relevant subject matter.
Delivery of assurance reports as required by internal and external stakeholders at senior and Board level to confirm necessary standards have been attained.

Person specification
Knowledge and Experience
Essential criteria
- In depth knowledge of Higher Educational/learning practices and theories including lesson planning, session delivery and assessments.
- Demonstrable experience of working within a Learning and Development environment.
- Extensive knowledge of investigative practices. Experience of delivering investigative type Continued Professional Development practices.
- Demonstrable experience of designing and delivering bespoke and blended learning and development activities.
- Project Management experience
- Understanding and Proficiency in MS Office Program suite and others as required.
Specialist Knowledge
Essential criteria
- Specialist and extensive knowledge of investigative practices (including the Fraud Investigation Model) legislation, Codes of Practice and procedures in respect of serious and complex Fraud investigations.
- Demonstrable experience of examination and assessment techniques including interview assessment.
Qualifications
Essential criteria
- Relevant degree/ Learning and Development Qualifications Example: Certificate in Education PTLLS / CTLLS / PGCE or recognised learning and development qualification.

- Coaching qualification
Communication Skills
Essential criteria
- Excellent Verbal and Written Skills, at an individual, team and organisational level.
- Expert in delivering training sessions and assessments. Able to provide coaching and deliver assessment results, including delivery and management of sensitive information which may be contentious.
- Experience in writing and delivering complex presentations to external stakeholders.
- Ability to analyse situations and make decisions on actions required to manage emotive situations.
