Job overview

North East and North Cumbria Integrated Care Board have an exciting opportunity for a safeguarding professional with significant safeguarding experience and leadership skills to manage and develop systems and processes for safeguarding adults within the ICB.

Applicants should have extensive experience and knowledge of the Safeguarding Adults agenda including the Care Act, Mental Capacity Act, Domestic Abuse Act, Deprivation of Liberty Safeguards, and Prevent.

Main duties of the job

The successful applicant will be required to manage a team including All Age Deputy Designated Nurses to deliver the ICBs statutory responsibility for safeguarding adults across the ICB working as part of the wider Safeguarding Team. You will need well developed partnership working skills across a range of sectors, particularly with the Local Authorities and the Police who are the statutory partners for safeguarding adults. 

The postholder will be part of the Senior Safeguarding team and will lead the development of the safeguarding function during a period of significant change. You will be required to be resilient and resourceful in managing a defined area of responsibility whilst also supporting the Deputy Director, Director of Nursing and Chief Nurse to meet organisational responsibilities

The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.

With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.

The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Detailed job description and main responsibilities

Commissioning experience would be beneficial as the post holder will also be required to influence and support the development of Strategic Commissioning as a core function of the ICB.

You will be required to ensure the ICB's statutory compliance reporting to the Director of Nursing, and ICB Executive teams as required to provide assurance and to manage escalation of any risks or concerns relating to Adult Safeguarding.

Qualifications

Essential criteria
  • Recognised teaching qualification or equivalent experience.
  • Management/leadership qualification or equivalent experience.
  • Extensive knowledge of adult safeguarding, acquired through specific post registration safeguarding training to level 4 minimum and at or working towards Level 5.
  • Be registered on the Nursing and Midwifery Council (NMC) register as a registered childrens/adults/mental health nurse or hold a current professional qualification / registration relating to professional safeguarding including Public Health, or Social Work.
  • Educated to Master’s level or demonstratable equivalent knowledge and experience to masters gained on the job.
  • Evidence of further professional development.

Experience

Essential criteria
  • Significant experience of contributing and quality assuring safeguarding frameworks.
  • Significant experience of working as a senior safeguarding adults' position in complex health/social settings.
  • Significant experience of multi-agency approach to safeguarding adults and the responsibilities of NHS organisations.
  • Evidence of experience in working with senior managers, clinicians, and their staff in a commissioning environment.
  • Significant experience of dealing with highly complex, sensitive, and difficult situations.
  • Demonstrable experience of influencing skills and managing change effectively.
  • Experience in safeguarding audit, outcome-based accountability.
  • Experience in leading research and audit.
  • Extensive knowledge of the legal frameworks that relate to adult and children safeguarding including as examples Care Act, MCA/DoLs, Domestic Abuse, VAWG, Prevent, Hate Crime, Equality Act, Exploitation, MAPPA, Right Care Right Person.
Desirable criteria
  • Significant experience of providing expert advice to the management executive and at board level.
