Job overview
The Associate Director of Finance, Contracting, Costing and Income, is responsible for leading and developing the Trust’s work in relation to:
- NHS Commissioner Contracts;
- Delivering an effective service line reporting and costing function;
- Managing the Trust’s contract income position; and
- Deploying an effective overseas visitor’s policy.
Main duties of the job
The post holder will act as a key member of the Trust’s Senior Finance Team and be responsible for shaping three fundamental areas of the Finance Department’s offering to the wider organisation.
Service Line Review
- Delivering an enhanced service line reporting capability, focused on measuring and benchmarking clinical productivity and unwarranted variation
- Producing market assessment studies for clinical strategy development.
- Leading the analytical strand of the annual planning programme.
- Leading analytical activities for NHS Commissioning and Contracting purposes
Income and Overseas Visitors Policy
- Leading all key activities to generate contract income information for:
o Financial Management Reporting purposes.
o Monitoring Clinical Group performance against ODP activity and income planning assumptions.
o Administer invoice and reconciliation activities associated with Contracted Commissioners, Overseas Visitors and NCA.
NHS Commissioner Contracts
- Leading an effective Contracting Approach which promotes the Trust’s business objectives and those of the wider Health Economy. This involves:
o Effective risk management: identifying and monitoring risks and issues, planning how to mitigate/respond to those risks and issues and implement the responses.
o Building good relationships: developing a proactive working relationship with Commissioning Colleagues to get business done.

Leadership and Management
- The post holder will provide effective line management for the Contracting, Income and Overseas and Service Line Review Department.
- The post holder will provide professional leadership, coaching, and technical / personal development to the staff in the team to ensure that, as a team, they meet the operational and strategic needs of the Trust. To be responsible for recruitment, performance and disciplinary issues as necessary.

Essential criteria
- Educated to degree level. CCAB qualified. Evidence of continued professional development with particular emphasis on NHS strategy and finance.
Experience
Essential criteria
- The post holder is expected to have significant experience of NHS Commissioning and Contacting activities, in particular, displaying a strong track record of: Applying a risk mind-set and the ability to manage complexity when making decisions. Demonstrating resilience, assertiveness and political insight required during stakeholder interactions, while maintaining the ability to build relationships. Negotiating and managing NHS Commissioner Contracts.
Knowledge
Essential criteria
- An in-depth understanding of: The NHS Standard Acute Contract, in terms of its scope and the risks and opportunities it presents to helping the organisation achieve its objectives; and The NHS Payment System and the direction of reimbursement policy. NHS Costing Standards and the direction of NHS costing policy.
Desirable criteria
- Well-developed understanding of Contract Theory and its application to Healthcare.
Skills

- Analyses risks and margins of error to make effective decisions on contract risk management strategies. Manages trade-offs and takes calculated risks to achieve organisational objectives. Forms a cross functional network; recognises when to involve the right stakeholders and uses their knowledge to make recommendations and decisions on risks and opportunities. Reviews and presents conclusions from a wide range of complex evidence and data. Collaborates with colleagues in the shaping, development and approval of service developments. Sets direction of contract management systems landscape and oversees implementation. Manages resources through designing and ensuring adherence to financial and contract controls. Design and ensure adoption of mechanisms which deliver contract outcomes, improve performance and prevent uncontrolled changes to scope. Leads in the communication of contract requirements, benefits, progress and risks to internal stakeholders; responds effectively to senior challenge and advises on the organisation’s response. Demonstrates influencing and negotiation skills, challenging and holding stakeholders to accountable to achieve organisational outcomes.
