Job overview

The Patient Access Team are looking for an experienced and energetic manager to join their team.  Key functions of this role include: responsibility for the improvement of service, delivery within agreed KPI’s, responsibility in delivering performance against financial and activity targets; supporting the development and delivery of service strategy and organisational development. Acting as RTT lead and as senior point of contact within the Trust for Patient Access; including the RTT team, e-Referral Service, Referrals Team, Clinic Changes, and the Patient Contact Team.

Supporting the Head of Elective Care in the delivery of Referral to Treatment standards. The post holder will maintain a professional knowledge base of existing and new guidance; acting as an expert in the Patient Access Policy (RTT) to provide challenge, governance and support to the Trust. Provide line management and leadership within the Patient Access Team.

Main duties of the job

  • Support the Head of Elective Care, ensuring clear communication and robust implementation of policy, business objectives and agreed targets.Provide support to the Head of Elective Care by ensuring sound operational management of all areas with robust systems that are continuously improved.
  • Implementation and regular review of departmental processes to ensure compliance and continual improvements.
  • Implementation and regular review of robust systems and processes so that your department budget is effectively managed, and financial balance is achieved, within Trust budgetary rules.
  • Implement HR and governance strategies and policies within the Department in order to achieve compliance with Trust policies and procedures, best practice, relevant legislation and regulatory provisions.
  • Implement and review robust arrangements within the Department to effectively deal with emergencies, in line with Trust policy.
  • Provide appropriate managerial assistance to the Senior Managers – ‘Acting Up’ as required.
  • Demonstrate sound leadership and a strong managerial presence including effective time management (self & team), personal development (self & team) and the development of a patient centred approach to decision making.

Detailed job description and main responsibilities

  • To participate and deliver the Elective Care training program. Ensuring all staff are clear on national rules associated with the Patient Access Policy whilst providing clarity on roles and responsibility, supporting the Trust to eliminate unnecessary delays in pathways.
  • Form links as RTT Lead with Specialties and departmental managers to implement standard work in line with the Patient Access Policy.
  • As the e-Referral Service Lead the post holder will lead and deliver within the organisation the e-Referral Service including the maintenance of services.
  • Leading the team in a calm professional manner
  • Proactively engage in interagency working to develop and implement strategies/services that cross traditional organisational boundaries, encouraging a seamless health system from a patient perspective.
  • In conjunction with the Head of Elective Care assume lead responsibility for the development and improvement of patient care through identifying and responding to opportunities for change that will lead to improvements in quality or efficiency.
  • Responsible for the improvement and delivery of local and national targets by ensuring effective and efficient use of resources.
  • Support the Trust in the delivery of operational performance to achieve delivery of national and local targets, the development and delivery of improvement plans and re-engineering of roles/models of care.
  • To produce and facilitate a robust audit program to ensure local and Trustwide accurate data capture and adherence to local and national rules and standards.
  • To provide information and attend weekly Senior Access Meetings. This may involve participating by leading and providing challenge to others as appropriate.
  • Undertake project work as and when required to support the delivery of local and national performance targets.
