This post leads the operational delivery of the Families and Specialist Services Division and, with Director of Operations colleagues, is responsible for ensuring the smooth operating and continuous improvement of clinical and operational services across the Trust and wider health and social care system.

Main duties of the job

The post holder will be expected to: 

  • Provide senior managerial and leadership support to the COO, ensuring that the divisional service improvement, finance and workforce plan is devised, monitored and delivered against agreed performance criteria. 
  • Ensure that services are safe and offer a quality staff and patient experience.
  • Ensure that appropriate support is provided to the COO and Divisional Director to facilitate compliance with required performance measures including improvements against CQC recommendations and robust financial management.
  • Foster an effective style of team working across Divisions and have a corporate approach to decision making, ensuring the wider agenda is reflected within divisional priorities.
  • Ensure services maximise the opportunities of digital developments and will take a lead role in the data quality agenda.
  • Identify stakeholders and develop excellent relationships with and between them. Working collaboratively across the local health and social care community to shape our local integrated service strategy. 
  • This strategy puts improved patient experience and clinical excellence at its centre. It is delivered through improvement to systems and processes as well as, culturally, through organisational and personal development.
  • Develop sustainable plans to ensure that clinical service delivery and improvement work becomes mainstream.  
  • Recognising the seniority of the role, the post holder may be required to lead on cross divisional projects. 

Working for our organisation

We employ more than 6,500 staff who deliver compassionate care from our two main hospitals, Calderdale Royal Hospital and Huddersfield Royal Infirmary as well as in community sites, health centres and in patients’ homes. We also are incredibly proud to have almost 150 volunteers here at CHFT.

We provide a range of services including urgent and emergency care; medical; surgical; maternity; gynaecology; critical care; children’s and young people’s services; end of life care and outpatient and diagnostic imaging services.

We provide community health services, including sexual health services in Calderdale from Calderdale Royal and local health centres. These include Todmorden Health Centre and Broad Street Plaza. 

We continue to modernise and invest in our health services to build on our strong reputation. Foundation trusts are public leaders in improving quality in health services. They are part of the NHS – yet decisions about what they do and how they do it are driven by independent boards. Boards listen to their Council of Governors and respond to the needs of their members – patients, staff and the local community.

Detailed job description and main responsibilities

 
  • To ensure the priorities and objectives of the Division deliver the key priorities for the Trust including those set out in regulatory frameworks.
  • To ensure that the Division develops clinical improvement programmes consistent with the Trust’s Quality Improvement Strategy liaising closely with the Divisional Director and the Associate Director of Nursing as appropriate. The programmes will need to reflect a patient focus, efficiency and quality improvement approach.
Service Planning and Performance
  • To work with the Divisional Director and senior team colleagues to ensure that the service improvement, financial and workforce plans within the Division are developed, reflecting the Trust’s strategic direction and the needs and wishes of patients in line with our organisational strategies.
  • To liaise with the Director of Transformation and Partnerships to develop new service models and patient pathways in line with clinical service strategy and preparation for the reconfiguration of services linked to the new build programme as well as the financial Turnaround Executive programme and the broader ‘closer to home’ care vision.
Management of Resources
  • To ensure financial and workforce establishment plans are prepared which reflect the requirement of the service improvement and workforce plans such that they are consistent with available resources.
  • To ensure that the Division consistently works to develop clinical practice, achieve organisational effectiveness and deliver value for money services. To develop and implement action plans to achieve agreed cash releasing efficiency savings.

QUALIFICATIONS / TRAINING

Essential criteria
  • Significant recent experience at a very senior level, with responsibility for operational delivery including clinical quality, people management, and successful delivery of performance targets within strict financial controls
  • Experience of strategic thinking and planning
  • A successful track record of leadership, project management, performance improvement and organisational change
  • Experience of working in pressurised and unpredictable environment
  • Experience of working at a senior level in an acute Trust
