In 2021, the West Yorkshire Community Healthcare Provider Collaborative was created to tackle common healthcare issues together. Our goal is to improve care results, make the most of resources, and provide excellent care close to where people live.

The Community Collaborative is one of three operating across the West Yorkshire footprint and is made up of the following organisations:

  • Airedale NHS Foundation Trust
  • Bradford District Care Trust
  • Calderdale and Huddersfield NHS Trust
  • Harrogate and District NHS Trusts
  • Leeds Community Healthcare Trust
  • Locala Health and Wellbeing
  • Mid Yorkshire Teaching Hospital Trust
  • Yorkshire Ambulance Service NHS Trust.

Following the continued successful development of the Collaborative we are looking to recruit a Programme Director who will be responsible for programme leadership and management of our large, multi-organisation community provider collaborative.

We want to offer personalised care for everyone, ensuring a good quality of life. We work with various community providers, like social care, GPs, hospices and mental health services. Our focus is on teamwork, making programmes better, and dealing with challenges like money, workforce, technology, data, and buildings together.

Key areas of work include:

  • Oversight of delivery and transformation programmes, for example virtual wards and community dental services
  • Working together to deliver efficiency and value,
  • Joint delivery of quality improvements

Every month, leaders from each organisation meet to make decisions together, and prioritise tasks.

We concentrate on issues like helping people leave the hospital, reducing wait times, supporting those in need, and contributing to urgent care plans.

The post-holder will be accountable to the Lead Chief Executive of the West Yorkshire Community Collaborative, and work in collaboration across the 8 members.

This role:

  • Is accountable to the Chief Executives of organisations belonging to the provider collaborative, delivering its extensive collaborative programme and managing relationships with the wider West Yorkshire Health & Care Partnership Integrated Care System (ICS).
  • Is a challenging and complex role operating with CEOs, and Executive Directors across all community healthcare providers in the region
  • Works at a strategic system level responsible for overseeing the delivery of large scale, system wide change to benefit the patients and population
  • Strategic leadership of a range of system wide significant programmes of work, with fully responsibility and accountability for the achievement of outcomes
  • Is responsible for the establishment and performance of the Collaborative, ensuring oversight and successful delivery of complex, multifaceted collaborative strategic programmes of work
  • Is responsible for ensuring the West Yorkshire Community Health Services Provider Collaborative has the required governance, structures, processes, capabilities, and resources to deliver effectively.
  • Directs and leads a strategic system programme approach which includes setting goals, objectives, managing resources, risk management, milestones and measures of success
  • Develops long term strategic plans, in a complex and emerging / uncertain environment. This role makes a major contribution to system wide plans, strategy and development
  • Provides strategic direction to the provider collaborative, realising the opportunities/benefits and mitigating risks.
  • Line management responsibility for a range of posts as the programme progresses, as well as ‘matrix management’.
  • This is a senior demanding role, working in an environment where the post holder must demonstrate outstanding communication skills and ability to influence at senior level. The role requires resilience and tenacity; the ability to deliver under pressure, with urgency where needed, and under considerable scrutiny, as well as a strategic forward thinking approach.

  • Education to Masters degree or equivalent level of knowledge and experience.
  • Evidence of continuing professional development
  • Formal qualification in Programme Management (MSP) or significant equivalent programme leadership experience

KNOWLEDGE, EXPERIENCE & EXPERTISE

  • Significant programme leadership and management experience within a complex large scale and multi-stranded programme, and complex environment
  • In-depth professional knowledge and expertise over a range of disciplines e.g. financial management, performance management, staff management acquired through experience over extended period
  • Experience of translating a vision into strategy, delivery plans and resource plans
  • Experience of overseeing and delivering large scale, multiple organisation/system change
  • Experience of participating in / co-ordinating formal meetings / Steering Board and associated governance arrangements
  • Budgetary and financial management expertise, including managing income and supplier contracts
  • Strong partnering and consultancy skills with a track record of building highly effective and trusting relationships, particularly at a senior level, collaborating across challenging agendas in a complex system
