Job overview
This is an exciting opportunity to become a key member of the Specialised Commissioning & Health & Justice Finance Team. As a Finance Manager the post holder will work as part of a dynamic team in delivering an effective service providing financial expertise for acute and mental health contracts whilst supporting managers and staff across the North West Hub. This post covers the Lancashire & South Cumbria, Cheshire & Merseyside and Greater Manchester systems and is a key role in supporting the financial, commissioning and governance frameworks for the future Integration of Specialised Commissioning within the three systems. In addition, the post holder will gain in-depth experience of the Lead Provider Collaborative process for Mental Health services.
Main duties of the job
The post holder will be exposed to National and Regional level meetings and be capable of communicating key messages in both directions. In addition to this, the post holder will be required to work with lead commissioners to understand and interpret national policies & guidance and advise on financial priorities and consequences - this will be with the support of the Specialised Commissioning Team, and with oversight from the Senior Finance Manager.
Applicants must be CCAB qualified (please make this clear in the application), able to demonstrate recent experience of managing a team, have working experience of managing deadlines and be able to confidently work with colleagues outside of finance.

Detailed job description and main responsibilities
Key elements of the role include:
- Leading the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.
- Oversight of the financial reporting and planning, understanding the key issues affecting the position, practical application of management accounting skill, ability to work to deadlines accurately, planning and delivering with the support of the team
- Specialist finance advice and input into papers for scrutiny at internal governance committees
- Responsibility for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner.
- Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary.

- Qualified Accountant registered with a recognised body
Knowledge and Experience

- Experience of financial management in a senior role within the NHS. Expertise in the NHS financial regime.
- Evidence of post qualifying and continuing professional development.

- Technically competent with good accounting, financial planning and analytical skills. Able to assist in the preparation and delivery of financial strategies which support the delivery of strategic plans.
- Strong external communications skills. Effective negotiator with well-developed influencing skills to support and facilitate agreements amongst a disparate range of stakeholders.
