Job overview

Spectrum’s Business Development Team are looking for an enthusiastic, team player to join us in the role of Business Development Support Officer. You will play a key role in the preparation for and the development of tenders and business cases for health and justice, sexual health and substance misuse services.

The main responsibility will be to bring together best practice and expertise with local research, evidence and data to support the development of highly compelling tender responses which clearly articulate Spectrum’s offer and meet the needs of commissioners and service users.  

The role requires an ability to work under pressure and to demanding deadlines, working closely with clinical and operational Subject Matter Experts to gather information and evidence to be used to develop clear and concise written business cases and responses to tenders, which clearly demonstrate the positive impact that Spectrum services have on people’s lives.

A strong and confident communicator, you will be expected to gather information from a wide range of sources and share these proactively with your team. 

You will support the Business Development Team to constantly improve the quality of our work by thinking creatively, sharing your own knowledge and experiences, and challenging existing ways of working.

You will contribute to the design, development and delivery of our services and ultimately help us to deliver on our organisational aims, strategy and values through our services.

Main duties of the job

Produce comprehensive and detailed research on upcoming tender opportunities and support existing services to prepare for retender.

Attend, prepare for and contribute to pre-tender meetings.

Support the planning and development of a variety of tender responses across a range of subject areas/service types.

Identify, analyse and address all specification and evaluation requirements relevant to specific tender responses.

Work with operational, clinical and wider teams to ensure our service offer is clearly, consistently and accurately articulated.

Use local knowledge, research, evidence and data to ensure tender responses are tailored to commissioner and local needs.

Coordinate and incorporate input from other team members, internal stakeholders and external partners to ensure a coherent offer and tender submission.

Ensure all work is submitted for review on time and that quality standards are met.

Provide quality assurance on the written work of other members of the team through positive, constructive and challenging feedback.

Follow team processes and conventions including for filing and version control.

Support the Tenders Team with selection questionnaires/other supporting materials.

Support preparation for tender handover and initial implementation meetings following contract award.

Person specification

Eduction & Training

Essential criteria
  • Recognised qualification (Minimum A level) or relevant experience in a wide ranging business skills, including market intelligence gathering, report & business case writing.
Desirable criteria
  • Degree (Ba Hons) or equivalent qualification or working towards in relevant topic. Prince 2 Foundation or equivalent business development qualification/experience (will work towards this as part of the development role)

Knowledge and Experience

Essential criteria
  • Sound knowledge of business case development processes and procedures
  • Ability to interpret and present information clearly
  • Ability to discuss and explain complex issues to staff at all levels.
  • Ability to record complex information in an accurate and logical manne
  • Demonstrable practical experience of business development within a health and social care environment
  • Experience of skills in business development, project management and tender processes
  • Experience of supporting business development and tendering initiatives, including maintaining project documentation and engaging with stakeholders
Desirable criteria
  • Understanding of health policy and social care policy and the drivers of policy change within the health and social care environment (to be gained as part of the development role)
  • Previous experience of working within the NHS/Healthcare setting
  • Knowledge of business development/tender management principles

Skills

Essential criteria
  • Review and analyse large amounts of information, extract relevant content and re-write to ensure accurate and up-to-date bid content
  • Excellent communication and listening skills in a wide range of methods
  • The ability to organise workload, manage time and prioritise work accordingly to work to tight deadlines
  • Ability to make decisions and solve problems with minimal supervision.
