Spectrum Community Health CIC has an exciting opportunity for an enthusiastic person to join our high performing Finance Team. We’re seeking someone with experience working within a fast paced, best practice finance environment to join our existing team.
The successful candidate will lead our financial accounts team, working on our month end P&L, balance sheet and cash flow, overseeing the accounts receivable and payable functions and being involved with system upgrades.
The role covers vital functions for Specturms financial integrity such as leading the year end accounts and audit process as well as completing quarterly statutory Monitor license returns for NHSI.
Our work directly supports the delivery of compassionate, high-quality healthcare to communities in need. As part of our finance team, you’ll play a vital role in ensuring financial integrity, transparency, and sustainability—helping us continue to serve those who rely on us most.
Main duties of the job
This role will be Spectrum’s expert lead for financial accounting matters including liaison with the organisation’s Accountants as required. The individual will assist the Director and Deputy Director of Finance with drawing up long term financial plans and input into the strategic planning agenda of the organisation.
The Financial Accountant is responsible for the provision of advice and information, interpretation of policy, implementation of changes and the management of all aspects of the organisation’s financial control function i.e. production of statutory accounts and returns, technical accounting, payment of suppliers, collection of income, cash management, capital accounting and provisions.
· Responsible for ensuring that financial information is processed in accordance with Spectrum’s policies and procedures and ensure the work is completed in line with financial timescales.
· Responsible for maintaining the integrity of the General/Sales/Purchase Ledger and associated systems in respect of the monthly monitoring process.
· To assist and support the Director of Finance in the execution of the Board’s statutory financial responsibilities and drive delivery of a range of business initiatives and projects.
· To provide comprehensive financial support, advice and information to Heads of Service, delegated budget holder and all other levels of the Boards Management team so that they can provide the best patient care within the resources available.

Detailed job description and main responsibilities
Oversee and provide effective leadership to all areas of the finance team i.e. technical accounting, accounts receivable, accounts payable, income and the management accounts function for Spectrum Community Health CIC and the Spectrum Group which includes Spectrum People, Spectrum Learn & Develop and Waterfront Management Company.
Support the Director and Deputy Director of Finance in the review and maintenance of Standing Financial Instructions and internal financial control procedures making recommendations on changes required to ensure these operate as designed and provide appropriate levels of assurance on accuracy, completeness and anti-fraud measures.
Support the preparation of reports to the Board/relevant Committees and Executive Team on key financial performance indicators, e.g. income and expenditure, financial duties, balance sheet and capital.
The Financial Accountant will liaise with partner agencies to resolve complex queries, produce and communicate required reporting information as necessary.
The Financial Accountant will need a working knowledge of UK taxation relating to Health Organisations and support the Deputy Director of Finance in providing technical support to senior managers and finance staff on taxation issues as they affect employees and on VAT.
Collate as required, a range of information and lead appropriate analysis to develop robust business cases and contribute to projects.
Management of effective credit control policies and for ensuring debtor levels do not exceed agreed limits.
Proposing stock control policies and monitoring the stock turnover levels.
Responsible for resolution of complex invoice queries, in particular VAT issues, through liaising with budget holders/suppliers on own initiative within the parameters of financial procedures.
Responsible for the annual accounts process (and other statutory returns as appropriate) by ensuring that relevant transactions are processed in accordance with the annual accounts timetable.
Responsible for ensuring all payroll runs are properly reconciled and ensure effective exception reporting and controls are in place to prevent processing errors. Ensure the reporting and recovery of overpayments and effective administration of deductions from salary.
Oversee the management of the external contract for the general ledger system.
Contribute as an effective team member within the finance function to facilitate the achievement of all finance objectives including evaluation of processes.
Contribute as an effective member of a multi-disciplinary team, including participation in the evaluation and development of joint processes and systems to meet performance targets for financial services.
To Liaise with internal and external auditors when appropriate to ensure they receive a full and timely response to any queries.
To support the Deputy Director of Finance in monitoring the capital programme and provide financial support to the relevant meetings in the management of capital schemes

Prepare quarterly NHSI Monitor returns, assist in the preparation for and contribute in the quarterly review meetings with NHSI
To help and advise the Director of Finance on the implications of annual service level agreement negotiations and to assist in the development of responses to commissioner led imperatives as they impact on the directorate
To work with the Director and Deputy Director of Finance in the preparation of accurate and timely monthly, year to date and forecast accounts, and annual, management and financial accounts
To manage a team of staff to provide a financial management service to Spectrum
To promote discussions on potential savings initiatives and strategic proposals, using expert knowledge acquired through professional background to ensure Spectrum remains a viable entity
To contribute to the development of the budget setting model with the Head of Finance and the Finance Managers and ensure that all the team are aware of its correct use and of the principles to be adopted
