Offender health is an exciting and challenging specialism with significant Public Health and Long-Term Conditions agenda. Significantly, the management of acute, long term and substance misuse presentations represent a large cohort of these patients and requires understanding of primary care.

Main duties of the job
The Head of Recovery Services at HMP Styal leads Spectrum’s drug and alcohol recovery service and sets its strategic direction. This senior leadership role carries overall responsibility for operational delivery, governance, and ongoing improvement. The role provides visible, accountable leadership to ensure services are safe, person-centred,
evidence-based, and aligned with Spectrum’s strategic and contractual objectives.

Detailed job description and main responsibilities
The postholder will:
Lead and manage a multidisciplinary workforce made up of both clinical and non-clinical staff and managers to deliver high-quality, outcome-focused interventions that support women in custody on their recovery journeys.
Work in close partnership with the Head of Healthcare, Deputy Head of Healthcare and prison leaders to ensure integrated, holistic care pathways across substance misuse, mental health, primary care, and wider offender management services.
Take responsibility for the performance, quality, and development of recovery services, ensuring they meet contractual obligations, regulatory requirements (CQC, HMCIP, safeguarding), and inspection readiness standards.
Drive innovation and service improvement, embedding best practice, workforce development, and evidence-based approaches that improve recovery outcomes, reduce reoffending, and support successful reintegration into the community.
Hold accountability for financial and resource management within the Recovery Service at HMP Styal, ensuring efficiency and sustainability while maintaining high standards of care and support.
Provide professional leadership and direction, championing Spectrum’s values of integrity, inclusivity, and continuous improvement, while maintaining visibility and accessibility to staff, stakeholders, and service users.
In short, the purpose of the role is to ensure that Spectrum’s Recovery Service at HMP Styal delivers safe, effective, and innovative drug and alcohol recovery interventions, underpinned by strong governance, collaborative working, and visible leadership that improves the lives and outcomes of women in custody.

Education and Training
Essential criteria
- Management qualification or equivalent experience
- Evidence of continued professional development at post graduate level, including delivery of evidence-based care
Knowledge and Experience
Essential criteria
- Sustained successful experience in a management operational role, working in a complex environment with multi health professionals
- Demonstrate experience and knowledge of effective changes to practice to support regulatory compliance e.g., CQC, Regulation 28 etc
- Experience of leading teams in a complex environment to implement organisational change and deliver a successful outcome
- Experience of effectively managing a service working in partnership with multidisciplinary teams
- Experience of working with vulnerable groups and understand the complexity that they present
- Lead on implementation of quality initiatives
- Experience of managing and maintaining effective relationships with a variety of stakeholders.
- Experience of leading clinical governance
- Understanding and application of confidentiality
Desirable criteria
- Knowledge and understanding in relation to the government’s offender health agenda
- Experience of managing offender care or secure units.
- Experience of conducting and supporting research
