Job overview

At Herefordshire and Worcestershire Integrated Care Board, we are looking for a Nurse who has experience working at a senior level, providing strategic vision and leadership in the specialist field of safeguarding and LeDeR. We are looking for a candidate who is passionate about driving improvement in the quality of care across the system. 

Main duties of the job

Reporting to the Deputy Director of Nursing, you will take a strategic lead and be responsible for owning and driving the safeguarding and LeDeR functions. The post holder will support the Chief Nursing Officer who is the executive safeguarding lead for the ICB, in fulfilling the statutory duties for the organisation for safeguarding adults and children, (including Looked After Children) and will act as their deputy/delegated partner as required in safeguarding matters.

The Associate Director – Nursing & Quality (Designate Nurse for Safeguarding Adults and Children) will be fundamental for ensuring embedding of governance and learning systems across Herefordshire and Worcestershire. The post holder will provide robust visible professional leadership to the ICB, the health economy and the wider health and social care footprint offering strategic, professional and specialist advice to colleagues.

The Associate Director – Nursing & Quality (Designate Nurse for Safeguarding Adults and Children) will provide strategic input and senior representation and leadership on at Multi-Agency meetings/ICB meetings as required. You will be responsible for producing and presenting high quality, accurate reports to boards, committee’s and other meetings of the ICB as required, ensuring accuracy and attention to detail. 

You will have a proven track record of consistently achieving high standards and delivering on objectives.

Detailed job description and main responsibilities

Fulfil the Statutory role of the Designated Nurse Safeguarding Children for the ICB in accordance with Working Together to Safeguard Children (DH 2018) and as defined in the Safeguarding Children, Young People and Adults at Risk in the NHS:  Safeguarding Accountability and Assurance Framework (2020), Children Acts 1989 and 2004 and Children and Social Work Act 2017 

Provide strategic leadership and direction in all aspects of portfolio to ensure an integrated and coordinated response across health and care organisations.


 Be responsible for the development and implementation of ICB safeguarding vision and strategic plans to enable the ICB to fulfil its statutory duties in relation to safeguarding. 

 Provision of proactive strategic input to Programme Boards and Committees and other meetings where appropriate

To produce and present high quality, accurate reports to boards, committee’s and Governing Body meetings of the ICB as required, ensuring accuracy and attention to detail. Deliver formal presentations as requested.

Ensure the delivery of safe, effective safeguarding practice across commissioning and provider landscapes across Herefordshire and Worcestershire including providing assurance of the effectiveness of safeguarding activity.

The post holder will be a source of strategic, professional and specialist advice to colleagues. 


 Support those involved in Learning Reviews across portfolio who may become  distressed during the receipt of highly sensitive, contentious, and challenging  findings.

Lead on embedding governance arrangements and learning systems across 
portfolio.

To provide strong working links with Designated and Named Professional’s in other health organisations to ensure consistent and co-ordinated processes are embedded, including supporting lead safeguarding professionals in providers to implement such findings in their organisations.


To analyse risk and actively take steps to mitigate risks and escalate through the appropriate ICB governance process.

Holding line management responsibility for the staff within Safeguarding & Learning Disability Review Programme (LeDeR) Teams 

Work closely with the Chief Medical Officer to oversee systems to identify areas of avoidable or premature mortality and facilitate system learning and improvement. 

To be the Strategic lead for LeDeR ensuring there are effective systems in place for the delivery of learning from death review process and that learning is shared across the integrated care system in a manner that enables meaningful change for better outcomes. This includes the production of an Annual Report, a 3 Year Strategy and Delivery Plan and regular reporting on progress to Senior Responsible Officers and 
Board members.

  • Significant experience of planning and organisation of a range of complex activities or programmes, which may require further adjustment of plans or strategies.
  • Significant experience of working across professional and operational boundaries in a related role

Skills

Essential criteria
  • Significant expert/specialist knowledge in safeguarding and quality improvement, system -wide transformational change and strategic development preferably in the NHS or similar complex organisation
  • Specialist knowledge and understanding of relevant legislation
  • Good communicator with ability to be persuasive especially when dealing with highly complex matters or in difficult situations.

Personal qualities

  • Able to think strategically and develop option appraisals.
