Job overview

The brokerage manager is responsible for improving health outcomes and services for individuals by commissioning high quality, evidence based and cost effective care to ensure that services are aligned with national policies, local strategies and legal frameworks including the National framework for NHS continuing healthcare and NHS-funded nursing care - GOV.UK.

To take a lead role in commissioning, contract management, influencing provision and commissioning plans across Birmingham and Solihull ICB. This post has a specific responsibility and expertise to commission continuing health care for people with learning disabilities and autism. The post holder will work with a team of clinicians and commissioners to carry out this role.

 

To deputise for the Senior Administration, PHB & Brokerage Manager.

To provide high-level commissioning expertise to ensure sufficiency of effective, high quality and evidence-based services, which are accessible and appropriate to service users. To influence market engagement and management to meet local need. To review provider contracts and delivery in partnership with other teams in the ICB, i.e. contracts, quality and safety

Main duties of the job

To make a key contribution to the delivery of the strategic commissioning intentions and plans of the ICB and its partners.

 

To manage staff and resources to develop, implement and support an integrated intelligence approach for ICB and its partners.

To ensure the provision of effective, consistent and delivery-focused activity that enables improved outcomes for citizens to be achieved.

 To make a key contribution to development of relationships with internal and external stakeholders, suppliers and organisations to deliver services and support that result in improved outcomes for citizens.

 To develop an evidence base that supports the delivery of improved outcomes through innovative practice.

 

 To maintain a productive network for the sharing and interpretation of data with stakeholders and partners.

 To make a key contribution to the ICB’s research governance process; delegating resources to provide advice and support to staff to  undertake research and evaluation that assists in service improvement

Detailed job description and main responsibilities

• To manage staff and resources to develop, implement and maintain an integrated approach to the collection and use of qualitative and quantitative intelligence, including business information and the views of citizens, for the Commissioning Team to improve quality of services and to inform commissioning priorities and intentions.
• To make a contribution to the engagement of operational staff,
management and other stakeholders in defining need within service areas or sub-populations, commissioning services and securing a supply from consideration of a range of options.
• To ensure that the workforce is accountable, effectively managed, and supported.
• To manage activity and ensure that services meet assessed need and provide best value.
• To effectively manage a high performing team with direct Line
Management for a small group of staff. This requires completion of
appraisals, 1:1s, absence management, performance management and other associate people manager functions.

Essential and Desirable

Essential criteria
  • Educated to diploma/ degree level, or equivalent experience working at a senior level in specialist teams
  • Experience of working with commissioning and contract teams
  • Knowledge and understanding of the NHS and local government
  • Experience of liaison with care providers
  • Experience of setting up and maintaining data bases
  • Experience of networking and liaison with other professionals and agencies
  • A sound understanding of brokerage principles and how they are used to complement clinical decisions
  • Working collaboratively with other leaders to achieve excellence in everything we do in BSol
  • Ability to extract information, present and feedback data and commissioning requirements at Panels
  • You operate with openness and honesty and ensure you are approachable in conducting your role. A/I Professionalism and understanding difference is key.
  • A demonstrable understanding of equality, diversity and inclusion with evidence of personal impact in these areas
Desirable criteria
  • Experience of working autonomously and or guiding others.
  • Demonstrable experience and knowledge of working with people with a learning disability and autism.
  • Experience of working in the public sector.
  • Line Management experience
