As the Senior Project Manager for DNO / Site Wide Utilities / Energy Centre, you will be responsible for the successful planning and delivery of the Enabling Works Programme. This role involves providing construction and commercial leadership, overseeing project teams, and ensuring compliance with best practices. Your leadership will be crucial in ensuring the programme meets the highest standards of governance, public accountability, and quality benchmarks, delivering substantial benefits to the community.

Main duties of the job

  • Lead the strategic delivery of the construction and commercial elements of the Enabling Works Programme, ensuring alignment with NHS sustainability and Net Zero targets.
  • Oversee the development and management of project teams, ensuring effective delivery and adherence to best practices.
  • Manage procurement processes for construction and commercial contracts, ensuring alignment with government frameworks and best value for money.
  • Develop and implement integrated governance and risk management plans for the programme.

Project deliverables specific to this role

  • To reinstate N+1 resilience, provide access to 20MVA of electrical power to the site to run the New Hospital and meet the Trust’s New Hospital Programme objectives. This covers both construction and ongoing operation.
  • Service diversions and temporary protections. Provision of site wide subterranean engineering infrastructure including buried HV & LV power cables, data & telecoms and drainage, rerouting incoming supplies and provision of new fire hydrant and medical gas runs.
  • Capital value of projects associated with this role: £30m

Detailed job description and main responsibilities

Key Responsibilities:

  • Provide construction and commercial leadership for the Enabling Works Programme, ensuring alignment with project goals.
  • Oversee the management of project budgets, contracts, and procurement processes, ensuring best value for money.
  • Build and maintain strong relationships with key stakeholders, facilitating effective communication and collaboration.
  • Develop comprehensive project plans, setting out key milestones, dependencies, and responsibilities.

Job Duties:

  • Lead the procurement and management of construction contracts, ensuring alignment with government frameworks and best practices.
  • Monitor and report on project progress, managing risks and ensuring timely delivery.
  • Facilitate the internal handover process post-construction, ensuring services are set up to operate effectively.
  • Provide strategic advice on construction and commercial matters to influence organisational decisions and initiatives.

Qualifications

Essential criteria
  • Professional knowledge acquired through degree, leadership/management qualification or equivalent experience.
  • PRINCE 2 Practitioner Level.
Desirable criteria
  • Construction qualification
  • Membership of relevant professional body or chartered status

Experience

Essential criteria
  • Experience of leading and managing programmes, with considerable experience managing large capital schemes in the healthcare sector
  • Experience of business case development for large or complex capital projects and of the work streams including Clinical Strategy, Workforce, IT and Estates.
  • Experience of managing and dealing with large construction and legal contracts.
  • Experience of negotiating with private companies
Desirable criteria
  • Significant experience within the Healthcare sector at senior manager level including responsibility for strategic projects and programmes of change.
  • Considerable project management experience of large capital schemes in the healthcare sector
