Job overview

An opportunity has arisen for a Procurement Business Officer to join the NWSSP Aneurin Bevan frontline Procurement team based in Ty Gwent, Lake View, Llantarnam in Cwmbran. This is an excellent opportunity to develop your procurement career in a dynamic, challenging and high profile environment. 


As an established Procurement Service we have been assisting the Health Boards and Trusts in the delivery of patient centred services for over 7 years as part of NHS Wales Shared Services. We are an award winning service focusing on value, safety, excellence, innovation and quality. 
The Procurement Business Officer role contributes to being the interface of Procurement  between NWSSP Local Procurement and our customers and will assist in representing the function at various levels. Additionally the post holder(s) will assist in informing on the status/priority of category work plans across Health Boards / Trust. This will involve liaison with user departments and the NWSSP at all levels to promote procurement input into partner organisations’ business plans at the earliest opportunity.

Main duties of the job

The post holder(s) will support the Procurement Business Manager in the provision of a professional procurement service to the Health Board / Trust contributing to the development and achievement of the NWSSP Business plan. The post holder will support the Procurement Business Manager on procurement processes and on key projects.

The post holder will ensure that the service is sensitive, responsive and flexible to the changing needs of the users balanced against the need to remain cost effective. The main task being to provide a strong and effective professional focus leading to the achievement of National, NWSSP and local agreed targets, efficiencies and added value initiatives.

To present the NWSSP as a progressive, proactive, responsive and innovative concern in order to generate and drive uptake of negotiated contracts. Working closely with partnership organisations to influence choice, prioritise change and deliver savings, process improvement and product standardisation, driving cost down and quality and service up. Work closely with colleagues across the Procurement function and Partner organisations to promote joint approaches to solving service issues.

The team is  based in Ty Gwent, Lake View, Llantarnam in Cwmbran , with some element of home/agile working as part of the role. 

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Essential criteria
  • Knowledge of professional purchasing principles acquired through NVQ level 3 or Advanced Certificate in Procurement and Supply, plus knowledge of contract law acquired through short courses and experience OR • Previous work experience in a contracting function: e.g. ability to interpret and develop technical and commercial specifications to support sourcing activities, experience working with end users to translate operational requirements into clear, concise procurement documentation, appraise suppliers, invite tenders & evaluate bids , terms and conditions of contract.
  • Proven ability to build, manage, and maintain effective relationships with internal stakeholders and external suppliers.
  • Demonstrates strong interpersonal and communication skills, with a collaborative approach to engaging diverse teams and vendors.
