Health Education and Improvement Wales (HEIW) Digital is changing the way it delivers products and services to NHS Wales. In 2024 we embarked on an ambitious, multiyear business transformation project to combine multiple digital systems into a single digital and data platform.

HEIW is looking for an experienced Enterprise Architect to join the team and take a leading role in the design and delivery of this modern, secure, and innovative digital platform that supports over 10,000 users across Wales, delivering efficiency and improvement benefits across the system.

Main duties of the job

About the Role

This is a senior leadership position within HEIW’s Digital and Data directorate. You’ll be responsible for shaping and governing HEIW’s enterprise-wide technical architecture, with a particular focus on Microsoft technologies (Power Platform, Dataverse, .NET, Azure, and the wider Microsoft ecosystem) in an Agile Scrum environment.

As Enterprise Architect, you will:

  • Provide strategic direction and leadership for software engineering and platform architecture.
  • Oversee the design and delivery of robust, scalable, and future-proof systems.
  • Ensure digital solutions meet NHS Wales national standards for safety, interoperability, and security.
  • Lead and mentor high-performing development teams, embedding best practice and modern engineering principles.
  • Act as a system leader across NHS Wales, influencing digital policy, standards, and architecture nationally.
  • Build strong partnerships with government, health boards, academia, industry and suppliers to drive innovation.

  • Significant senior-level experience in software engineering, enterprise architecture, or platform development.
  • Proven expertise in Microsoft technologies, including Power Platform, Dataverse, .NET, and Azure cloud infrastructure and their application at scale.
  • A strong track record of leading large-scale digital transformation and modernisation initiatives using these technologies.
  • Excellent leadership, stakeholder management, and communication skills.

Experience

Essential criteria
  • Extensive experience at senior leadership level within software engineering, platform architecture, or enterprise systems, with clear accountability for shaping technical strategy, setting organisational direction, and delivering large-scale digital transformation in a complex environment.
  • Proven track record of leading system-wide digital architecture initiatives, influencing policy, standards, and practice across multiple organisations, ideally within health and care or other highly regulated sectors.
  • Significant expertise in Microsoft technologies, including Power Platform, Dataverse, .NET, Azure cloud infrastructure, and the wider Microsoft ecosystem, with demonstrable experience of embedding best practice and maximising value from these platforms at scale.
  • Evidence of modernising and refactoring legacy technologies, delivering sustainable and future-proof solutions that align with national digital strategies and enterprise architecture principles.
  • Experience of leading high-performing, multidisciplinary teams of specialists, creating an inclusive culture of excellence, continuous improvement, and professional development.
  • Proven ability to align technical solutions with business and service needs, demonstrating deep understanding of the business context of supported applications and delivering measurable outcomes for users, staff, and service performance.
  • Highly experienced at prioritising requirements, deploying resources, identifying the correct course of action with competing priorities and implementing regular release cycles and continuous improvements to meet use needs.
Desirable criteria
  • Experience in the development and implementation of strategies, policies and action plans including business planning and the preparation of business cases.

Qualifications and Knowledge

Essential criteria
  • Educated to Masters level in IT/Computer Science/Computer Engineering or equivalent demonstrable knowledge and experience.
  • Relevant professional certifications in software development, cloud computing, and Agile methodologies.
  • Extensive knowledge of software and application design and architecture and Agile methodologies.
  • Recognised qualification in Microsoft Power Platform, Dataverse and azure platform.
  • Evidence of continuous professional development.
  • Leadership Qualification / Development programme.
Desirable criteria
  • Recognised qualifications in architecture certification e.g. The Azure Solutions Architect Expert, The Open Group TOGAF 9 certification, IASA Certifications (International Association of Enterprise Architects), Certified Architect (Open CA) or other relevant qualification or equivalent experience in software architecture.
  • Practitioner in assurance of software development projects.
  • Practitioner in risk management covering identify, define, assess and treat stages.
