Main duties of the job
Lead the customer services and operational management section of the Local Procurement department.
Ensure that Procurement Services achieve our operational and financial objectives and act in compliance with public procurement regulations, UK/Welsh law and Health Board/Trust Standing Financial Instructions.
Provide vision and leadership in the development and implementation of service improvement within the Procurement function, ensuring that systems, processes, policies and procedures are in place to enable the Procurement team to deliver its strategic and operational targets.

- MCIPS Qualified (Level 6)
Experience
Essential criteria
- Demonstrable track record of achievement of operational management, and delivery of operational strategic objectives
- Expertise in Public procurement and contract management, obtained via further training and/or relevant experience
- Demonstrable track record of obtaining savings and other business indicators
- Experience of people/staff management
Desirable criteria
- Awareness of Provider Selection Regime (Wales)
Skills
Essential criteria
- Strong leadership skills and ability to lead by example
- Well-developed influencing skills with significant experience / negotiating skills, a good builder of productive relationships

The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
