Job overview

An exciting opportunity has arisen for an enthusiastic, motivated and highly skilled individual, to join the Business Control Team.

As a Management Accounts Officer, you will be integral in making a meaningful difference for our local population, supporting the Health Board.  The role will require the successful candidate to provide financial support for the day-to-day function to the health board, in relation to the activity of their clinical care group/s, by ensuring the delivery of our financial targets.

The role will involve supporting The Allied Health Professions Clinical Care Group within the Health Board.  This includes supporting Budget Holders within Radiology, Pathology and Therapies Departments, along with supporting the Public Health Directorate.

The post holder will need to be a critical thinker with strong problem-solving skills, who pays high attention to detail and have the ability to become familiar with new information quickly. Applicants must have excellent interpersonal and communication skills and be confident with using Microsoft Excel which is essential for this role. 

The Management Accounts Officer will form part of a small team, led by the Business Controller and will directly report to the Senior Management Accountant within the team. This team sits within the wider Business Control Finance Function which is headed up by the Head of Business Control.

Main duties of the job

The role of the Management Accounts Officer is to be focused on supporting the provision of sound Financial Management and Reporting services, to meet this aspect of the Health Board’s financial duties - to deliver their financial targets. Supporting budget holders, senior finance staff and business partners in managing within the available financial resources.

Analysing and reporting upon income and expenditure to budget holders and senior finance staff. Contributing to the production of monthly financial reports, monitoring returns, annual accounts and budget setting in accordance with the reporting timetable.

To provide financial support, advice and information to the finance function and service area’s ensuring information is both timely and robust.

To provide appropriate assistance to ensure service area’s meet their financial duties, statutory and other financial statements and to support corporate finance developments.

To provide day to day support and advice to Senior Finance staff as required.

  • 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
  • Numerous mental health and learning disabilities services

Qualifications and Knowledge

Essential criteria
  • AAT Qualified (full qualification) to degree level or equivalent with experience
  • Previous specialist knowledge of Management Accounts and or Financial Accounting and system/process improvement
  • Technical accounting/P2P system reporting
Desirable criteria
  • Professional Accountancy Qualification
  • Knowledge of Oracle System Reporting
  • Evidence of Continuous Professional Development
  • Knowledge of Qliksense system

Experience

Essential criteria
  • Experience of working in a large and complex organisation.
  • Experience of working with budget holders.
  • Extensive previous Accounts experience.
  • Financial systems experience.
  • Experience of communicating, in writing and verbally, within a highly politically sensitive environment.

Other

Essential criteria
  • Able to travel across Wales and other areas of the UK where necessary in a timely manner.
  • Flexible approach to working, based on the needs of the service.
  • Personal interest in personal and staff development in quality processes.
