The salary scale for a Band 3 has been adjusted as part of the NHS Agenda for Change pay award for 2026/2027 and will be implemented in August 2026 backdated to 01 April 2026 where applicable.

Job overview

As a senior employee of the Health Board the post holder will work in close co-operation with, and support other clinical, medical professional and managerial colleagues in providing high quality healthcare to the Health Board’s patients. The post holder will:

· Be responsible for the assessment and management of patients.

· Be expected to remain closely involved with the care of patients.

· Provide effective clinical leadership and fully participate in the multidisciplinary team as appropriate.

· Acts as an independent expert decision maker.

· Take part in an emergency rota if required which covers 24hrs.

· To manage the service in/out of hours as required.

Main duties of the job

· Maintain a high standard of note-keeping.

· Communicate with other staff to ensure effective patient care.

· Promote evidence-based clinical practice.

· Communicate effectively with patients, relatives and carers, placing them at the centre of the care pathway.

· Manage patients with complex needs.

· Participate in the development of teaching, training and research within the organisation.

· Actively participate in regular audit and research meetings and postgraduate teaching sessions held by the appropriate department.

· Contribute senior clinical input to the modernisation, development and ongoing operational management of Ophthalmology and specialist area

Working for our organisation

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties. 

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services. 

We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers. 

Our services are provided in: 

  • Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest 

  • Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire 

  • Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings 

  • 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers 

  • Numerous mental health and learning disabilities services

Person specification

Qualifications and Knowledge

Essential criteria
  • Full GMC Registration and Licence to Practice.
  • Valid Certified Advanced Life Support.
Desirable criteria
  • Additional clinical qualification(s).
  • Evidence of working towards membership of the Royal College.

Clinical Governance

Essential criteria
  • Participation in clinical audit (or quality improvement project) and understanding role of audit in improving medical practice
Desirable criteria
  • Knowledge of risk management.
  • Knowledge of annual job planning/appraisal review process.

Experience

Essential criteria
  • Shall have completed at least four years’ full-time postgraduate training (or its equivalent gained on a part-time or flexible basis) at least two of which will be in a specialty training programme in a relevant specialty or as a fixed term specialty trainee in a relevant specialty; or shall have equivalent experience and competencies.
  • Able to demonstrate core competencies and clinical skills relevant to the post.
  • NHS Experience.
Desirable criteria
  • Able to demonstrate evidence of leading a team.

Teaching

Essential criteria
  • Willingness to teach all grades of professional multidisciplinary staff.
Desirable criteria
  • Evidence of organising programmes and teaching medical students and resident doctors.

Other

  • Ability to travel between sites in a timely manner
  • Flexible approach to the needs of the service
