Job overview
We are excited to expand our newly formed People Development Team with up to 2.0 wte new roles, People Development Practitioners. The practitioners will focus on designing, delivering and evaluating People Development interventions, such as apprenticeship training routes, in-house leadership and management development and Trust Induction. The post holder will advise and coach colleagues about the development and careers offers available to them, including promoting high quality appraisal conversations, and commitment to lifelong learning. It is an exciting time to join the People Development Team at Gloucestershire Hospitals, as we embed a restorative, just and learning culture, and the NHS People Promise in all that we do to improve staff experience and support colleagues’ development.

Main duties of the job
To oversee the design, development and delivery of high-quality, evidence-based educational activities and resources for a variety of stakeholders, ensuring they are inclusive and responsive to diverse learning needs and styles.
To oversee the evaluation and quality assurance of our service activity through the collation, analysis and reporting of data from a range of sources, using insights to inform the continuous improvement and development of educational programmes.
To collaborate with internal and external stakeholders and engage with communities of practice to effectively undertake projects related to the wider Education, Learning and Culture portfolio.
To provide support and supervision of E&PD colleagues, including operational matters and focused activity related to health, wellbeing and development of others.
Championing the Trust values and promoting a culture of learning and development in the organisation, supporting the delivery of the Trust Strategy.

Detailed job description and main responsibilities
People Development is a new and evolving service within the wider Education, Learning and Culture Portfolio. This role will be required to:
Leadership and Management Training
-
Design, deliver, and evaluate high-quality leadership and management training programmes and resources to enhance leadership capability across the Trust.

Collaboratively facilitate training on leadership and essential people management skills and organise related networks and forums.
Apprenticeships
-
Provision of training and engagement with managers related to apprenticeships including initiatives to improve the quality of training experiences.

To ensure internal and external stakeholders have access to accurate Trust workforce data reports related to apprenticeships.

Promote our apprenticeship offers to internal and external stakeholders for workforce pipelines and people development.
Trust Induction
-
Oversee the design, delivery and evaluation of the Trust’s induction programme, ensuring all new starters are welcomed, informed, and equipped for their roles.
Appraisals
-
Support managers in embedding effective appraisal practices across the Trust, through training provision, allocation of resources, ensuring policy adherence and guidance.
People Development Tools and Resources
-
Promotion of the Coaching network and faculty, contributing to the services through own personal development including accredited membership and network co-ordination

Analyse organisational trends from 360-degree feedback data to inform wider development initiatives

Facilitate and promote Action Learning Sets as a tool for leadership and personal development

Act as a point of contact for careers advice and progression opportunities within the Trust

Oversee the Trust’s career and work experience programmes, including outreach to local schools, colleges, and universities.

Qualifications and Training
Essential criteria
- Evidence of Continuing professional development and relevant training experiences
- Qualification in delivery of training/education or relevant experience
- Evidence of study at level 5 study in a relevant field or equivalent experience
Desirable criteria
- Trained in coaching methodologies and accredited by a relevant body
Experience
Essential criteria
- Proven experience in designing, delivering, and evaluating leadership and management programs within a large, complex organisation
Desirable criteria
- Demonstrable experience co-ordinating learning programmes (i.e. Apprenticeships, undergraduate, T-levels), involving training providers, employers and prospective learners
- Relevant experience in healthcare settings, and/or other public service organisations
- Demonstrated ability to lead educational projects
Knowledge
Essential criteria
- Knowledge & experience of people centred development methodologies (incl. coaching, mentoring, appraisal, supervision)
Desirable criteria
- Demonstrable knowledge supporting work experience opportunities within healthcare settings, or other public service organisations
Skills
Essential criteria
- Strong facilitation and communication skills, with the ability to engage diverse audiences
- Analytical mindset, capable of interpreting data and applying insights to drive improvements
- Ability to lead and influence without formal authority, fostering collaboration across teams
Desirable criteria
- Use of Business Intelligence, or Artificial Intelligence to create efficiencies in data management and reporting of healthcare workforce information and financial reports
- Confident using Microsoft packages, including Microsoft Word, Excel, PowerPoint Teams
