Then look no further - we are looking for a bright, ambitious Project Officer (Capital) to join our great team here at Cwm Taf Morgannwg University Health Board (CTMUHB).

We are looking for candidates who have a track record of involvement in the delivery of capital projects in a highly complex environment, preferably in healthcare.

We need an Officer who will be responsible for delivering capital projects where the quality of service, a safe patient and staff environment, strong financial management and statutory compliance are the key drivers within all areas of the service.

This is a key role within our capital team, and we are keen to recruit motivated individuals who will help us to provide the levels of service that we continually strive to provide to our patients and clinical colleagues.

As an integral member of the team, you will assist in the production and delivery of the organisation's capital plans and the delivery of capital projects. You will ensure appropriate financial, workforce and performance management arrangements are in place.

Please note there are two vacancies one based at Royal Glamorgan Hospital, Llantrisant and the other at Princess of Wales Hospital, Bridgend

Main duties of the job

 Fulfil the role of Project officer, providing project delivery as defined in the Capital Investment Manual for delegated schemes to ensure the successful completion to the UHB’s requirements of cost, time and quality and in accordance with Welsh Government issued capital guidance, Concode, Estatecode and other mandatory/statutory requirement.

Support the senior project officer on large capital projects, and liaise with other professional colleagues (mechanical, electrical, IT, Telecommunications, Fire Officer, etc.) to ensure successful completion of capital schemes within designated timeframe.  This will require the adjustment of project plans if targets are not met and project slippage is identified.

Be responsible for planning estates projects from beginning to completion dealing with all contractors and service suppliers. This will include making judgements on their project portfolio, evaluating design options and ensuring that all project demands and timescales are met.

Assist in formulating fee bid lists, making recommendations on the appointment of external design consultants and external contractors, as well as other external suppliers.   

For delegated projects, manage and monitor the performance of design consultants and external contractors, ensuring that the requirements for all procurement regulations are complied with as necessary. 

Authorise financial payments within delegated limits.

Qualifications and Knowledge

Essential criteria
  • Degree in Engineering /Construction related discipline, or the equivalent level of knowledge and experience
  • Specialist knowledge of the relationship of building design and building services, staff management and project management to postgraduate Diploma level equivalency
  • Knowledge of building regulations. Knowledge of commissioning and decommissioning procedures. Knowledge of tendering processes and JCT/NEC forms of contract.
Desirable criteria
  • Knowledge of the Healthcare environment.
  • Working knowledge of Estate Code and AEDET

Experience

Essential criteria
  • Practical experience in estates/construction industry project management role.
Desirable criteria
  • Experience of working within a healthcare organisation. Experience of working in a project environment.
