By collaborating with our respected academic partners, the successful candidate will have the chance to develop their analytical skills alongside experts in the field.

In this role, you will work closely with key stakeholders to produce comprehensive financial plans. Additionally, you will collaborate with our information team to map services to activity and cost dashboards, ensuring a holistic approach to financial management.

Main duties of the job

  • Support with financial performance monitoring and financial advice to NWJCC Directorates.
  • Provision of financial reporting to demonstrate value for money.
  • Provide expertise and advice on value based research and service improvement with NWJCC.
  • To have a major contribution to budget setting, financial performance monitoring, provision of financial advice and completion of NHS final accounts and returns, involving close liaison with – and providing assistance and advice to - line managers, NWJCC Commissioning teams, directors and other budget holders, and working within Statutory and UHB procedures, agreed timescales and legal requirements.
  • The role requires working to deadlines, particularly during month end reporting, budget setting and financial analysis.
  • Will be required to act independently without reference to manager.
  • Works with significant discretion to achieve target goals and objectives within broad professional policies and guidelines.

Provide financial advice and financial support to NWJCC management

Ensures the accurate and timely preparation, review, reporting and distribution of the allocated NWJCC monthly/year-end financial performance and supporting schedules.

Responsible for the setting and maintaining of budgets of allocated Commissioning teams within agreed budgetary approach.

Develop a sound understanding of operational activity (both generally and in the context of the LTA and Integrated Medium-Term Plan (IMTP), cost drivers and all performance criteria for allocated Commissioning teams and how these affect financial performance.

Support with conducting value benchmarking exercises to ensure value for money on priority areas offering potential savings.

Identify and quantify financial cost and service pressures to inform both the IMTP and budget setting processes.

Support the continual review of risk share allocation used by NWJCC for the recharging of services and identification of differences changes and trends in services usage through sources of data, in order to model, interpret and appropriately advise recipients which will be presented to the Finance Working Group.

Responsible for the financial appraisal and analytical input to the negotiation, maintenance and monitoring of the allocated Service Level Agreements with third parties.

Ensure service-based forecasts of year-end income and expenditure positions are produced for relevant Commissioning teams.

Contribute to the long-term financial plan, setting budgets for delegated Commissioning teams and monitoring financial trends.

Responsible for the setting and maintaining of budgets of allocated Commissioning teams.

Provide advice to Commissioning teams as required on any financial aspects of their day-to-day operational responsibilities and service development plans, including regular participation in Commissioning teams Team meetings and Project Groups as necessary.

Take an active role in the NWJCC Finance and Value Team, ensuring good communication of issues and information throughout, and working flexibly as required.

Assist the Head of Financial Planning & Value in the continual search for improvements in economy, efficiency and effectiveness including the review of policies and procedures.

Will be expected to provide leadership and guidance to junior team members, and where required will co-ordinate team work to ensure timetables, targets and objectives are achieved.

Will take an active role in staff development both academically and practically, providing support and on the job training where appropriate.  Will be required to provide financial training to non-finance staff.

Design and format spreadsheets for use in budget calculation and setting, for monitoring of Commissioning teams’ performance against budget, and for expenditure projections.

Support the Head of Financial Planning & Value in identifying and agreeing improvements and enhancements to the NWJCC’s financial systems and design and implement reporting solutions to meet the changing NWJCC business needs.

Work with NWJCC clinical and operational teams to plot and then financially model activities along a clinical pathway, to inform Value Based Health Care and service improvement debates both within NWJCC and more widely across NHS Wales.

Undertakes audits and carry out value-based research relevant to the NWJCC’s role as and when required. 

Complete bids to obtain externally sourced monies to finance research by the Financial Planning and Value department.  Submit extracts for conferences. 

Contribute to research papers as part of NWJCC’s Value agenda keeping aware of national and international best practice.

Contribute to the investigation of factors contributing to health inequality and schemes designed to alleviate its effect.

Provide costing advice to the Head of Value and Intelligence in their production of the MAIR information system.

Produce the NWJCC Programme Budgeting return.

Undertake finance staff development/Finance Academy project roles as and when required

Qualifications

Essential criteria
  • CCAB part qualified to diploma level/finalist accountant or equivalent.
  • Welsh Speaker (Level 1) or willingness to work towards achieving this level.
