Job overview
The Deputy Director of Commissioning for Specialised Services will provide strategic and operational leadership, supporting the Director of Commissioning in delivering high-quality, patient-centred, and value-based commissioned services.
The post holder will oversee significant elements of the commissioning portfolio, lead multi-disciplinary teams, and manage complex stakeholder relationships, frequently deputising for the Director of Commissioning including at strategic and national levels, acting with significant autonomy.
They will ensure commissioned services meet clinical, financial, and operational excellence, contributing to the achievement of national and organisational objectives and delivering quality and value at organisational and system-wide levels.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Main duties of the job
- Direct, lead and manage a large and complex delegated commissioning portfolio.
- Direct, lead, manage and develop the matrix Commissioning Teams for Specialised Services
- Lead the development of commissioning strategies and plans for Specialised Services.
- Lead on the strategic planning, stakeholder engagement and performance management of the Specialised Services portfolio.
- Work with stakeholders to develop and implement plans to improve quality and value across Specialised Services.
- Design and deliver complex system-wide change initiatives for the delegated portfolio, leading variety of activities and detailed work together with the sensitivity to manage individuals in difficult and sometimes complex clinical, operational and commissioning situations.
- Evaluate and analyse complex information to inform commissioning and contract management, presenting findings to a range of audiences, including senior leaders and stakeholders.
- Implement and maintain robust quality assurance and clinical governance arrangements for Specialised Services and ensure appropriate escalation where necessary.
- Establish and maintain strong working relationships across the JCC and with external stakeholders across NHS Wales, including commissioner and provider representatives from Health Boards, wider providers, the NHS Executive, Welsh Government officials.

Qualifications and Knoweldge
Essential criteria
- Educated to Master’s Level or equivalent level of experience/ knowledge, with evidence of developed knowledge and experience in commissioning.
- In-depth professional knowledge in a number of disciplines, e.g. financial management, performance management, information systems, staff management acquired through training and experience over extended period.
- Detailed understanding of the commissioning and provision of health services.
Desirable criteria
- Change management qualification, e.g. MSP, Prince2 etc.
Skills and Attributes
Essential criteria
- Strong interpersonal and communication skills and ability to influence at senior levels.
- Strong commissioning, contracting and performance management skills.

Experience

- Experience at senior level in a large and complex organisation
- Evidence of successfully working in a highly complex environment with a multiplicity of stakeholders.
