Walsall Healthcare NHS Trust provides integrated acute and community Healthcare in the West Midlands serving a population of 260,000 residents. Walsall Manor Hospital houses the full range of district general hospital services. The £170 million development was completed in 2010 and we are continually upgrading. Construction of the new integrated critical care unit was completed in 2018, extension of a Neonatal Unit and an approved plan to build a brand new, state of the art Emergency Department which commenced in 2021

The Project Manager role within Walsall Together is central to supporting system-wide transformation across health, social care and wider partners. Working within a collaborative, multi-agency environment and a Project Management Office (PMO) structure, you will manage and support a portfolio of programmes and projects aligned to Walsall Together priorities, helping to design, deliver and evaluate initiatives that improve outcomes for local residents and reduce inequalities.
You will apply recognised project management methodologies and tools to ensure effective planning, delivery and reporting, while working closely with stakeholders across the NHS, local authority, voluntary and community sector and other partners. Main duties of the job
- Support the delivery and governance of complex programmes and projects, ensuring actions are completed to a high standard and within agreed timescales.
- Provide high-level, confidential administrative and coordination support to senior members of the team, enabling informed decision-making.
- Analyse and report on complex information and performance data, supporting assurance processes and reviews.
- Communicate and engage effectively with internal and external stakeholders, building strong multi-agency relationships and representing senior colleagues when required.
- Plan, organise, and facilitate meetings, workshops, and events, including managing resources, budgets, and authorised expenditure.
- Lead and manage PMO administrative functions, including staff recruitment, induction, training, workload management, and compliance with policies and targets

Walsall Healthcare NHS Trust is an integrated Trust and the only provider of NHS acute care in Walsall, serving a population of 284,300. It provides inpatient and outpatient services at the Manor Hospital as well as a wide range of services in the community. Walsall Manor houses the full range of district general hospital services under one roof. The £170 million development was completed in 2010, and ongoing upgrades ensure the Trust now has state-of-the-art facilities, including a Critical Care Unit, Neonatal Unit, Obstetric Theatre, and Integrated Assessment Unit. A new Urgent and Emergency Care Centre, opened in March 2023, has significantly improved emergency care facilities and capacity, providing almost 5,000 square metres of additional clinical space
Detailed job description and main responsibilities
Communication and Relationship Skills
· Provide comprehensive, confidential programme/project administration, overseeing the management of complex and sensitive information involving a wide range of internal and external stakeholders
· Communicate clearly and professionally with staff and partner organisations to support delivery of projects, ensuring cooperation and adherence to organisational deadlines.
· Support senior project managers and programme managers by conveying project objectives, progress, and outcomes to stakeholders.
· Assist in reviewing complex situations, taking appropriate action, and escalating where necessary, ensuring decisions are informed and timely.
· Prepare and deliver routine and complex presentations to groups of varying size, adapting content and style to suit different audiences.
· Build and maintain effective working relationships across multi-agency teams, promoting collaboration and engagement in project delivery.
· Support the facilitation of stakeholder events and workshops.
· On occasions represent the senior project managers or other senior members of the Walsall Together Team, within delegated meetings, forums and events.
Analytical and Judgement Skills
· Use analytical and judgement skills to interpret and evaluate complex information and situations, involving the comparison of a range of options, in order to support and inform decision-making by senior colleagues within the team, including senior project managers, programme managers and directors.
· Where appropriate support internal Gateway Reviews which will involve the analysis, interpretation and judgement of highly complex information.
· Developing and providing key operational management data and programme reports, for review and use by the Walsall Together Partnership Board.
Planning and Organisational Skills
· Support the day-to-day delivery of programmes, projects and activities. ensuring that all actions are completed to a high standard and within the appropriate timescales.
· Prioritise and plan own and others day to day tasks using own initiative to ensure an efficient service to the organisation.
· Demonstrate excellent planning and organisational skills in the arrangement of complex activities including workshops, multidisciplinary meetings, formulating plans/strategies as required.
· Be responsible for co-ordinating ad hoc work projects to a professional standard requiring knowledge of the full range of organisational objectives.
· Plan, prioritise and manage heavy workloads and multiple tasks effectively.

· Possess specialist knowledge of business administration systems and procedures, a range of IT systems and managerial policies and processes in accordance with Trust Policy and Procedures.
· Ensure compliance with a range of local targets.

· Acts as an authorised signatory for the PMO, for booking workshops and that expenditure is monitored closely.
· Be responsible for the recruitment and retention of administrative posts, to include shortlisting and interviewing.
· Act as a point of contact for the PMO, using own judgement to either deal with or pass on to the appropriate person and/or take the appropriate action.
· Be responsible for sickness review and disciplinary processes in line with HR policies.

Research and Development
· Undertake research to support project activity.
· Keep abreast of changes to national policy and legislation applicable to the relevant projects they are working on.
· Where required, undertake research to support the partnership to prioritise activities.
· Contribute to the completion of monthly audits of performance and quarterly assurance requirements ensuring senior colleagues are adequately briefed and informed.
Policy and Service Development
· Assist in the development and implementation of new initiatives, promoting a culture of continuous service improvement, investigate a variety of issues and propose solutions, deal with complex enquiries.
· Support the development of Programme and project assurance processes, governance and standards.
· Support effective and appropriate usage of relevant project tools and techniques across the Programme, including the use of project management IT software.
· Use sound knowledge of the NHS and surrounding partners in decision making when required.
Person specification
Qualifications
Essential criteria
- Degree or equivalent experience with clear evidence of personal development
- Programme Management qualification e.g. PRINCE2, MSP, etc. or equivalent experience.
Desirable criteria
- Evidence of training and experience to post graduate diploma level or equivalent
- Evidence of further personal development in leadership
- Relevant business qualification
Knowledge and Experience
Essential criteria
- Experience working in a senior secretarial/administrative role or project management role
- Experience of managing projects, from set-up through project planning, process mapping, data analysis and implementation
- Extensive use of Microsoft Packages, e.g. Word, Excel, Powerpoint, TEAMS
- Ability to co-ordinate and manage complex diaries
- Proven ability to draft correspondence and reports and co-ordinate/compile presentations to a variety of audiences
- Proven ability to develop and maintain new administrative systems
- Experience of presenting reports, managing feedback and questions at Senior management level.
- Experience in organising and managing meetings involving different sectors, agencies and professions.
- Expert use of Microsoft Excel
