Job overview
The post holder is operationally responsible for energy and utility services in the following key specialist fields.
Energy and utility management and related regulatory compliance
Management of on-site energy generation contracts energy Management Systems (EMS).
Contract management for third party service and fuel suppliers.
Creation and management of a building energy efficiency programme.
Promotion of effective and efficient use of utility resources across the Trust
Reduction of the Trust’s energy demand and associated carbon footprint
Identification and development of demand reduction initiatives and ongoing support to implementation and monitoring.
Selection, assessment, feasibility and implementation of most relevant technologies for energy demand reduction.
Quality and environmental improvements in the service.
Reporting energy use, carbon impact and cost
The post holder will act as the point of contact between the Trust and outside agencies such as the Environment Agency, Nottingham City Council’s Pollution Control Department (in relation to energy related emissions), Government Procurement Services (GPS) and energy/utility suppliers on matters relating to energy and utility contracts, the renewal/renegotiation of contracts and circumstances arising from variations and fluctuations in unit energy/utility costs. These duties will include acting as the lead Responsible Person during on-site inspections by the appropriate emissions control organisation.

The post holder will act as the contract manager of the Trust’s Energy Performance contracts attending contractual and operational meetings and escalating matters internally for resolution.
The post holder will be the lead Responsible Person for the collation, preparation of and submission of information to the appropriate verification and regulatory processes connected with the UK Emissions Trading Scheme (UKETS), Display Energy Certificates (DEC’s), Energy Performance Certificates (EPC’s), Department of Health ERIC Returns (Estates Returns Information Collection) and Environment Agency Requirements including Environmental Permits, Water Abstraction Licences and Pollution Inventory Reporting. Monitor and review potential impact of any forthcoming changes to environmental regulation, lead the implementation and make reports to the Trust on their implications.
The post holder will maintain effective systems for monitoring and targeting site energy and utility consumption across the Trust. The post holder will provide expert advice and support to the Directorate’s senior managers in helping the Trust meet its energy and mandatory emissions targets.
The post holder will also be responsible for providing complex energy/utility consumption and related cost data and assist in setting appropriate energy and utility related budgets.

Training & Qualification
Essential criteria
- The post holder shall be degree qualified in an engineering or related discipline or in the field of energy and environmental management and/or demonstrate an exceptional level of relevant experience to masters level or equivalent.
- The post holder will be required to have highly developed specialist knowledge in the following areas:- Energy Supply, utilisation and associated legislation / Energy Targeting, Monitoring and Control / Energy efficient technologies and their application
- The post holder will be required to use their specialist knowledge in Healthcare/Engineering Guidance requirements to develop and implement policies and procedures for the department.
- Ability to demonstrate Continued Professional Development (CPD) in relevant subjects.
Desirable criteria
- Chartered Member of a relevant professional body such as IEMA.
- Project Management qualification
- Recognised qualification in mandatory carbon reporting.
Experience
Essential criteria
- Previous experience working in a large organisation, dealing with a variety of complex energy issues.
- Significant environmental and sustainability experience within an organisation.
- Experience of co-ordinating, developing and delivering environmental training.
- Experience in delivering presentations
- Track record of developing and delivering successful sustainability initiatives.
Desirable criteria
- Previous NHS experience in a similar role
- Significant experience of delivering energy services within the healthcare sector
- Experience of quality and environmental management systems and standards.
Communication & Relationship
Essential criteria
- Excellent written and oral communication and report writing skills with the ability to explain specialist information and complex issues clearly to technical and non-technical staff, contractors, suppliers etc.
- Strong delegation and interpersonal skills to support the development of excellent working relationships with personnel both within and outside the Trust.
- Ability to develop professional relationships with clinical, technical and managerial staff both inside and outside of the organisation at all levels with regards to sustainability.
Desirable criteria
- Ability to work across boundaries, develop alliances, project a vision and obtain ownership and commitment from stakeholders.
