Job overview

The post holder will line manage the Resourcing and the People and Culture administration teams and ensure the provision of a responsive Recruitment and Bank staffing service to the Health Board. The post holder will ensure effective processes, systems and policies are deployed to support and enable adequate staffing levels and skill mix through the utilisation and recruitment of Temporary Staffing. 

Main duties of the job

Responsible for the management of the Resourcing and People and Culture administration teams on a day-to-day basis, providing a high-quality service to staff and potential Bank candidates, demonstrating the organisation’s commitment to Improving Working Lives, flexibility and staff development.  The Resourcing Advisor will ensure that prospective employees and workers receive an excellent candidate experience throughout the communication with the team and will support managers to ensure that this is continued throughout their recruitment experience, providing candidates with a positive impression of the Health Board.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Detailed job description and main responsibilities

Responsible for the management of the Resourcing and People and Culture administration teams on a day-to-day basis, providing a high-quality service to staff and potential Bank candidates, demonstrating the organisation’s commitment to Improving Working Lives, flexibility and staff development.  The Resourcing Advisor will ensure that prospective employees and workers receive an excellent candidate experience throughout the communication with the team and will support managers to ensure that this is continued throughout their recruitment experience, providing candidates with a positive impression of the Health Board.  Within the role the post holder will lead the following activity:

All Bank worker recruitment activity, including the organisation of shortlisting and interview processes

Ensuring robust systems are in place to manage pre-employment checks, including verification meetings for all recruitment activity

Provision of support to managers in relation to general recruitment activity, to include signposting as appropriate to the NWSSP Recruitment team

Day to day management and co-ordination of Temporary Staffing activity (Bank and Agency staffing)

Providing advice in relation to complex Recruitment and Temporary Staffing queries, escalating as required to the Resourcing Advisor

Support the Resourcing Manager on the development and deployment of effective administration processes to ensure high quality service delivery, working closely with the wider People and Culture teams to identify needs

There will be a requirement within the role to work weekends and Bank holidays on an ad hoc basis based on the needs of the services.  This will be an essential requirement for the role and notice will be provided as far in advance as possible, however, sometimes, this can occur at reasonable short notice.  Such work could be on an On-Call, rota or additional hours basis.

Qualifications and/or Knowledge

Essential criteria
  • Degree level education in HR related subject or equivalent knowledge and experience
  • Developed knowledge of recruitment legislation and processes
  • Knowledge and understanding of Employment legislation, in particular, legislation relating to workers
  • Excellent IT knowledge – including word processing, spreadsheet, PowerPoint – ECDL equivalent
Desirable criteria
  • Associate member of CIPD
  • Knowledge of rostering practices and systems

Experience

Essential criteria
  • Significant experience of working within a Temporary Staffing function or similar area
  • Significant experience of managing recruitment processes
  • Delivering and planning work activity, sometimes within short timescales
  • Working with stakeholders in the development and implementation of processes and procedures
  • Managing or supervising staff
  • Experience of data management and use of electronic information systems
Desirable criteria
  • Working and implementing E-Systems or similar
  • Supporting Employee Relations related cases, e.g. conduct matters, grievances
