Job overview

The Royal Free London NHS Foundation Trust is the 6th largest trust in the UK, delivering care to more than 1.6 million patients each year through three main acute hospitals; Barnet, Chase Farm and the Royal Free RFL also operate from more than 70 locations in the community, including services from Finchley Memorial Hospital and from Edgeware Community Hospital. Main duties of the job

·           Lead the Trust in driving value from our surplus assets in line with the Trust’s Long Term Financial Model.

·           Management of budgets agreed within the Trust for the work necessary to drive value from the Trust’s surplus assets. This will include costing all work to be completed and development of the business case/funding request.

·           To be familiar with policy and the service priorities that drive property strategies for the health sector and wider public sector.

·           Develop an understanding of transformation programmes across the organisation and health sector generally and the strategic and delivery initiatives that are being adopted to achieve successful rationalisation, economies, and value generation.

·           awareness of the market and strategic delivery models, knowledge of procurement and governance, business planning and development consultancy skills.

·           To confidently represent the Trust or RFLPS in the implementation of the property strategies and major projects that will include the following type of work.

·        Advising on the availability of finance and the feasibility of planning permission

·        Masterplanning

·        Attendance at, providing and receiving information of a complex nature and presenting at various trust management groups and Trust Boards

·        Project management for the development of business cases and authoring

Working for our organisation

The Trust is pursuing an on-going programme of estates strategy review including potential rationalisation, exploring and establishing JV’s and PPP’s and intensive asset management. The Trust is considering investment in new facilities and mechanisms to release land value and generate long term income leveraged through property assets.  50% of the current Senior Development Surveyor’s role has been seconded to the post Deputy Director of Property.

We want to engage a Senior Development Surveyor / Asset Manager to support these workstreams. The Senior Development Surveyor will provide development consulting and agency related advice in connection with a wide range of development and asset management projects across a number of sites. Projects are large and complex in their nature. The role requires a qualified surveyor with experience of development appraisal, development advisory, legal agreements, OJEU partner procurement, project management, asset management, estate strategies, acquisition and disposal work and town planning.

The successful candidate will most likely be MRICS qualified, come from a general practice background, having worked for either a corporate, public sector or private practice, have demonstrable technical competence in areas relevant to role and have developed strong market connections. Demonstration of a commercial approach is essential.
